- Sources Sought Texas Environmental assessments Draft Statement of Work Texas Environmental Assessments Synopsis: Environmental Assessments in Texas This SOURCES SOUGHT NOTICE is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the government plan its acquisition strategy. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION EXISTS AT THIS TIME. The United States Department of Agriculture Farm Service Agency (FSA) seeks to provide environmental assessment reports for projects being funded with Farm Service Agency Farm Loan Program funds for all counties in the State of Texas. The contractor would be expected to furnish all necessary personnel, materials, equipment, services, travel, facilities, and otherwise do all things necessary to provide the environmental assessment reports required for environmental compliance in accordance with the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C. 4321 et seq., CEQ regulations, and USDA implementing regulations, which specify that before implementing activities that have the potential to impact the human environment, Federal agencies must consider all potential environmental impacts of their proposed actions by incorporating an analysis of impacts into their decision-making processes and considering reasonable alternatives to those activities. To assist with this initiative, the USDA Farm Services Agency (FSA) is conducting a market survey to determine the availability and technical capability of qualified small businesses, capable of doing environmental assessments in accordance with the statement of work. All services are anticipated to take place in Texas. All responding small business firms are requested to identify their firm's size and type of business to the anticipated North American Industrial Classification System (NAICS) code. The NAICS code is anticipated to be 541370- Environmental Consulting Services. Overview: FSA procedures call for the preparation of a Class I or Class II environmental assessment when it is unclear whether a FSA funded activity will significantly affect the environment. They are concise documents which provide analyses sufficient as appropriate to support a Finding of No significant Impact (FONSI) or Decision Notice (DN). Market research is being gathered. Upon review of the SOW, please provide a response to the following questions: Respondents to this notice are requested to submit the following information: 1. Name and address of company 2. Technical expertise relevant to the requirement 3. Technical approach relevant of the requirement 4. Corporate experience relevant to the requirement 5. Relevant past performance, including: • Contract name • Contracting Agency or Department • Yearly contract value (in $) • Period of performance • Description of work and how it relates to the requirements 6. How does the industry price/rate this type of performance (i.e. hourly, per survey, per acre)? 7. What time frame would the industry take in order to perform the surveys? 8. How would the industry recommend the surveys be performed? 9. Are there any recommendations or ambiguities for this work? Submission requirements: Respondents are requested to limit submission to three (3) pages. Interested firms responding to this market survey are requested to provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b). Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses Capability statements are requested to include a list of three customers (Government/non-Government) within the past 5-years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. The e-mail shall contain the following subject line: Response to Sources Sought Notice: Texas Environmental Assessments. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If statements are not received from at least two responsible small businesses, or if the Government determines that no small business concerns are capable of performing this requirement based upon an assessment of those submitted, the Government may proceed with a full and open competition.
