- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotation (W912DW-15-Q-0048). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This requirement is a total small business set-aside and the associated NAICS code 311221, Wet Corn Milling with a small business size standard of 750 employees. CONTRACT LINE ITEMS CLIN 0001:High Fructose Corn Syrup-LAPP LAPP 5 Study QUANTITY: 8,000UNIT: GallonsUNIT PRICE: $TOTAL PRICE: $ TOTAL BASE: $ OPTION 1001: High Fructose Corn Syrup-LAPP 6 Study QUANTITY: 8,000UNIT: GallonsUNIT PRICE: $TOTAL PRICE: $ OPTION 1002: High Fructose Corn Syrup-LAPP 7 Study QUANTITY: 8,000UNIT: GallonsUNIT PRICE: $TOTAL PRICE: $ TOTAL OPTIONS: $ TOTAL BASE & OPTIONS: $ DESCRIPTION The contractor is to provide all labor, equipment, materials and supplies necessary to transport and deliver 42% High Fructose Corn Syrup carbon substrate equal to IsoClear Brand or equivalent in according with Technical Specification incorporated herein to the Umatilla Chemical Depot Explosives Washout Lagoon Pump and Treat Facility as part of the Lagoon Amendment Pilot Project 5 (LAPP 5). LAPP 6 and LAPP 7 deliveries (options) will occur in 1st and 2nd quarter FY16. SALIENT CHARACTERISTICS The carbon amendment to be used shall meet the following specifications: Chemical and Physical Properties Total Solids 70.5 - 71.5% Moisture 28.5 - 29.5% Sulfated Ash 0.05% max pH (undiluted) 3.3 - 4.5 Sulfur Dioxide 3ppm max Conductivity (30% DS) 50 micromhos Typical Carbohydrate Profile Fructose 42 % Dry Basis Dextrose 52 % Dry Basis Maltose 3 % Dry Basis Higher Saccharides 3 % Dry Basis Microbiological Limits Mesophilic Bacteria 200 cfu/10g max Yeast 10 cfu/10g max Mold 10 cfu/10g max DELIVERY Delivery will be to Umatilla Chemical Depot, Hermiston, Oregon. LAPP 5, is be delivered by late August/September 2015. LAPP 6 is to be delivered by November 2015. LAPP 7, is to be delivered by March 2016 PROVISIONS AND CLAUSES The following FAR and DFARS provisions and clauses are incorporated into the solicitation they may be accessed electronically at this address, http://farsite.hill.af.mil/: 52.204-7 System for Award Management 52.204.13 System for Award Management Maintenance 52.211-6 Brand Name or Equal 52.212-1 Instructions to Offerors--Commercial Items 52.212-2 Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) TECHNICAL The Technical factors shall be used to assess whether the offeror's quote will satisfy the Government's minimum requirements. Offerors will be evaluated on the following required submittal Technical factor information: The Contractor shall indicate the manufacture and model of equipment that will be used for this project, with information sheets listing the capacities and capabilities to transport the requested quantity while maintaining a 90 to 100 degree temperature during transport and delivery. Contractor shall provide a certified laboratory analysis indicating the chemical structure of proposed Corn Syrup. Overall Technical Rating of ACCEPTABLE or UNACCEPTABLE will be assigned: ACCEPTABLE: Quotation clearly meets the minimum requirements of the solicitation UNACCEPTABLE: Quotation does not clearly meet the minimum requirements of the solicitation. (ii) PAST PERFORMANCE The offeror's past performance will be evaluated to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through source selection. In establishing what is relevant for the acquisition, consideration shall be given to those aspects of an offeror's contract history that will give the greatest ability to measure whether the offeror will satisfy the current procurement. Aspects of relevancy shall include previous or current Government, and or private Corn Syrup transport and delivery contracts performed within the last five (5) years.
