- Road & Bridge Construction and Repair (2015-2020) - Pacific Northwest Region The U.S. Forest Service, Pacific Northwest Region, requires competitive sources for road & bridge construction and repair services who are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program under Section 8(a) of the Small Business Act (15 U.S.C. 644, as amended). The intent of this procurement is to establish six (6) multiple award, indefinite delivery, indefinite quantity, (IDIQ) contracts with 8(a) small business concerns for road & bridge construction and repair services. This solicitation is pursuant to the Partnership Agreement between the U.S. Department of Agriculture (USDA) and the Small Business Administration (SBA). SBA has delegated USDA authority to contract directly with eligible 8(a) firms. The Partnership Agreement implements a USDA initiative designed to streamline the procurement process for awards under the 8(a) program. Contracts will be for five years. Government shall place orders totaling a minimum of $2,500.00 against each contract awarded. The maximum combined contract amount of all contracts awarded as a result of this solicitation is $5,000,000.00. Performance and Payment Bonds are required for task orders greater than $150,000.00. Payment Protection, a Payment Bond or Irrevocable Letter of Credit, is required for task orders requiring more than $30,000.00 and less than, or equal to, $150,000.00 in construction. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for 8(a) small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) price; (3) geographic area of operation; and (4) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract awards will be to the offerors whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about JUNE 05, 2015. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
