Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-15-399 and the solicitation is issued as a request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 Employees. SET-ASIDE STATUS This acquisition is NOT set aside for small businesses and is available for full and open competition. ACQUISITION AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items, and IS expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85, dated May 7, 2015. The resultant contract will include all applicable provisions and clauses in effect through this date. DESCRIPTION OF REQUIREMENT Purpose The purpose of this procurement is to provide the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) Histology Core with one (1) light-sheet microscope (LSM) to perform image analysis of histological samples. Project Requirements The contractor shall provide one (1) light sheet microscope (LSM) with the following features and associated equipment and software: 1. The LSM must come with all software and hardware necessary to fully utilize the LSMs capabilities. 2. The LSM must offer a single, integrated LSM capable of imaging whole mice brains and partial samples of rat, monkey and human brain tissue up to 10 mm wide x 10 mm length x 10 mm height. 3. The LSM stage must move in 3 dimensions at least 10 mm on each x, y and z axis. 4. The LSM must include an integrated automatized stage that allows imaging at different places of the tissue sample by moving the stage with the assistance of computer-aided software. 5. The LSM must be capable of magnification from 0.63x to 20x. 6. The LSM must be capable of changing magnification without changing or draining the imaging chamber. 7. The LSM must include motorized adjustable fine and course adjustment of focus. 8. The LSM must produce an even focus throughout the images sampled and keep the same z focal plane in adjacent fields as it move the stage to the next field of view in either x or y. 9. The LSM must produce an even focus throughout the images sampled at any magnification. 10. The LSM must be able to stitch multiple images together without producing gaps or cross-overlap of artifacts. 11. The LSM must be capable of producing 3D images stacks free of gaps or cross-overlap of artifacts. 12. The LSM must produce images with uniform lighting. The LSM must have a sheet of light free of stripes caused by an uneven light path 13. The LSM must have at least six (6) light-sheet paths to maximize evenness of excitation through large size samples. 14. The LSM must be able to selectively excite at the focal plane to reduce bleaching and photo toxicity. The sheet of light shall not be more that 3 µm in height. 15. The LSM must have lasers to excite samples at 405, 488, 561, 640, 785 nm wavelengths. 16. The LSM must capture images of samples stained with commercially available fluorescence dyes and fluorescence antibodies such as DAPI, FITC, TRITC, DyLight 405, Cy2, Cy3, Cy5, and Cy7. 17. The LSM must have a high resolution camera sensitive to images within visible and far red light spectrum. The LSM resolution must be sensitive from 370 to 1100 nm light wavelengths. 18. The LSM must have a high resolution camera capable of image light low signal at < 2 electron RMS at speeds of 30 frames/s. 19. The LSM must have a high resolution camera of at least 2560 x 2160 pixels and a pixel size no bigger than 6.5 x 6.5 µm. 20. The LSM stage must be able to hold sample process for tissue clearing methods such as CLARITY and 3DISCO. 21. The LSM must come with software and hardware to operate the LSM with full function. Accordingly, the LSM must come with a computer. 22. The LSM computer must run 64-bit Windows 7 and software must be capable of controlling the LSM 3D image acquisition. 23. The LSM must come with a two-year on-site warranty. After purchase and prior to delivery, test images from the purchased tool shall be provided by the vendor for demonstration of the resolution and 3D imaging. Test images shall be of cleared brain tissue and shall be reviewed and accepted by the NIDA. These test images must be acquired in a LSM prior to delivery of the purchased system. All LSM tools and features must be fully integrated and tested in the LSM factory prior to delivery to the NIDA. The test images must later be reproduced at the customer site. Following installation, the LSM company must provide on-site LSM applications training to familiarize users with the proper functioning and control of the LSM, particularly as it relates to beam control requirements for standard sample imaging of cleared tissue. This training shall include information on how to safely and efficiently mount specimens in the chamber of the stage, as well as training on how to perform imaging of the sample and 3D reconstruction through the software provided by the contractor. Training must be provided immediately following installation of the equipment. Question and Answer Period Interested contractors may submit questions relating to this requirement. Questions shall be submitted to the contract specialist, Lauren Phelps, via email at lauren.phelps@nih.gov by or before 12:00 PM EST May 26, 2015. Late questions shall not be accepted. Questions will be anonymized and answered and the answers will be provided as soon as possible after the question deadline via solicitation amendment. Should no questions be received, no amendment shall be posted. Delivery Requirements/Period of Performance The light sheet microscope shall be delivered and installed at the NIDA site within sixteen (16) weeks after contractor receipt or award. The delivery location shall be 251 Bayview Boulevard, Baltimore, MD 21224. Initial delivery may be made at Dock #2 of this address and the contractor shall then deliver the equipment to its final location in the building. Access to freight elevators shall be provided. The contractor must provide personnel and equipment capable of moving and rigging into position at the customer site. The contractor must calibrate the equipment upon delivery and installation. Place of Performance The place of performance and delivery location shall be 251 Bayview Boulevard, Baltimore, MD 21224. Contract Type The Government intends to issue a firm fixed price contract for this requirement. APPLICABLE CLAUSES AND PROVISIONS All Offerors MUST be actively registered in the System for Award Management (SAM) www.sam.gov. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. FAR clause 52.212-2, Evaluation - Commercial Items applies to this acquisition. A completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is required with any offer submitted. This requirement may be met by completion of the provision in the System for Award Management. FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial items apply to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. EVALUATION CRITERIA FAR clause 52.212-2, Evaluation - Commercial Items applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The Government will award a purchase order resulting from this solicitation on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price. The technical evaluation factors are as follows, in order of importance: Factor 1: Technical Approach The Offeror shall detail in its technical proposal how it meets each of the project requirements. This shall include the specifications of the offered equipment. The Government shall evaluate the microscope's capability to handle a range of samples and samples of a large size, including whole-brains from mice, using clearing methods such as CLARIT and 3DISCO. The Government shall evaluate the microscope's ability to reduce and prevent sample exposure to toxic clearing agents. The Government shall evaluate the microscope's ability to minimize photobleaching of fluorescence material and how the microscope performs under low light environments. The Government shall evaluate the microscope's ability to image and distinguish between different fluorescence materials at different wavelengths. The Government shall evaluate the microscope's magnification capabilities and the sizes and storage sizes of images it captures. Finally, the Government shall evaluate how the microscope manages data storage, specifically ability to decrease the size of images for storage purposes. Factor 2: Delivery, Installation, and Training The Offer shall detail in its technical proposal how it shall meet the installation, delivery, and training requirements. The Government shall evaluate for timeliness and efficiency. RESPONSE FORMAT Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The offeror must submit a technical response and a separate price quotation. The technical response should be prepared in reference to the evaluation criteria identified in this solicitation and shall not exceed 15 single-sided pages. The price quotation must include pricing for the required microscope and training. Any delivery and installation fees must also be included. Contractors must provide their Company Name, Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), Business Size, Physical Address, and Point of Contact Information in their responses. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." Note Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.
