Description
This announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive follow-on acquisition for Combat Track II (CTII) System C r y pt o g r a phic M od e rni z a t i on I ni t iative ( C M I ) to be negotiated with The Boeing Company, 15059 Conference Center Drive, Chantilly, VA 20151-3802, for the purpose of extending the current ordering period for three (3) months from the current end date of 26 June 2016 to 30 Sept 2016. This action is being accomplished non-competitively based on 10 USC 2304(c)(1), as implemented by FAR 6.302-1, because the supplies or services required by the agency are available from only one responsible source. The contract extension is to provide for the C r y pt o g r a phic M od e rni z a t i on I ni t iative ( C M I ) R e tro f it e f f o r t s supporting the B-52H platform, with the current contractor to include the procurement, integration, and testing of all components and materials necessary to deliver retrofitted CTII Systems to the user. This i n c lude s, but i s not e x p l icit l y l i m i ted to: c onfi g u r a t i on c ontrol a nd man a g e ment of h a rd w a r e /softw a re b a s e l i n e s; e n gine e ri n g c h a n g e s n ece ss a r y to comp l y with spe c ified DoD a nd s e rv i c e mand a t e s ; and c ont i n u e d in t e rop e r a bi l i t y with e x te r n a l CT I I in te r f ace s. C M I R e tr o fits shall be d e fin e d a s e n g ine e ring a nd m a n a g e m e nt ac t i vi t ies n ece ss a r y to r e t ro f it f ield e d CT II t r a ns c e ive r s f r om their c u r r e nt c onfi g u r a t i on to a C M I - c omp l iant c onf i g u r a t i on. In total, the CMI Retrofit effort is planned to upgrade sixty-three 63 CT II transceivers. The current ceiling of $XXX will increase to $XXX. The CTII system uses worldwide-capable, military controlled relay satellites to transmit GPS positions, two-way message text, and small text and/or imagery files via an encrypted, near real-time, burst communication scheme. CTII is an enhanced Time-Division Multiple Access (TDMA) system that can serve hundreds of users per dedicated narrow-band or shared wide-band channel per continent. The a irbo r ne suite is a mob i le, tr a nsport a ble s y stem, a nd ca n be used o n a n y a ir c r a ft th a t has the r e qu i si t e a ntenn a s and po w e r s our c e. T h e g round suite is te c hnic a l l y identic a l t o the a irbo r ne s ui t e, but i s t y pi c a l l y e mp l o y e d in a station a r y e nvi r onment to f ac i l i t a te the re l a y of in f o rm a t i on throu g hout t he mob i l i t y fl ee t, a nd maintains a n e x t e rn a l con n ec t i on to the A ir F o r c e N e twork. The final Justification and Aproval for Other Than Full and Open Competition will be posted to FedBizOps within 15 days of award of this modification.
