Description
The National Aeronautics and Space Administration (NASA), Flight Opportunities Program ("Program") of the Space Technology Mission Direction (STMD) anticipates a release of a solicitation, titled "Technology Advancement Utilizing Suborbital Flight Opportunities," as an Appendix to the STMD NASA Research Announcement (NRA), titled "Space Technology Research, Development, Demonstration, and Infusion - 2015 (SpaceTech-REDDI-2015)," on or about May 28, 2015. Once the Appendix is posted, the complete solicitation (to include due dates) can be accessed via the following steps: 1. Open the NSPIRES homepage at http://nspires.nasaprs.com/ 2. Select "Solicitations" 3. Select "Open Solicitations" 4. Select "Space Technology Research, Development, Demonstration, and Infusion - 2015 (SpaceTech-REDDI-2015) NNH15ZOA001N" 5. Select "List of Open Program Elements" and select the appropriate link. The Program strategically invests in the growth of the commercial spaceflight market while helping advance technologies that will enable future space missions for science and exploration. The Program achieves these self-reinforcing objectives by selecting promising technologies from industry, academia, and government to test them on commercial suborbital launch vehicles. Through investment in tests that take technologies from the laboratory to a relevant flight environment, the Program facilitates technology maturation that validates the feasibility and reduces the technical risks for infusion of key space technologies into multiple future space missions. The purpose of this Appendix is to provide funding for the testing or demonstration of crosscutting space technologies in relevant environments through flights on reusable suborbital launch vehicles. These flight tests should fit into an overall technology maturation plan as a bridge between laboratory testing and demonstration in Earth orbit or beyond. The proposer's organization will purchase the proposed flight(s) on currently available U.S. commercial parabolic or suborbital reusable platforms of their choice. By funding technology developers to purchase suborbital flights from the evolving entrepreneurial U.S. commercial space industry, the Program facilitates the availability and lower cost access to these suborbital platforms for a broad range of technologists to test, demonstrate, and mature space-related technologies. The following topics are anticipated: Topic 1: Demonstration of Space Technology Payloads Topic 2: Demonstration of Vehicle Capability Enhancements and Onboard Research Facilities for Payload Accommodation Awards made through this Appendix will be primarily in the form of contracts, grants, cooperative agreements, intra-agency transfers, inter-agency transfers, or international agreements depending on the nature of the submitting organization and the nature of the proposed effort. The awardee will receive funds based on achieving negotiated milestones. Awards will be up to $250K. Payments will be provided upon achieving negotiated milestones over a typical duration of one year, total duration not to exceed two years. Allowable flight costs, whether associated with a technology payload or facilities enhancement, are to pertain to payload integration and flight costs directly from an operationally qualified U.S. commercial flight service provider. The offeror shall not include any indirect costs to the payload integration and flight costs. Offerors should note the following change from the previous solicitation. In addition to allowable flight costs of up to $250K, NASA will provide up to $50K in funding for other costs to cover the design, development, preparation of the payload for flight, travel in support of flight, and any indirect costs for the entire project. All proposals must be submitted electronically through NSPIRES by an authorized organizational representative (AOR). Detailed submission instructions are provided in the SpaceTech-REDDI-2015 NRA, as well as the Guidebook for Proposers Responding to a NASA Research Announcement (NRA) or Cooperative Agreement Notice (CAN) (Edition January 2015). Potential proposers and their proposing organizations are urged to familiarize themselves with the submission system, ensure they are registered in NSPIRES, and submit the required proposal materials well in advance of the deadline. Interested proposers should monitor the NSPIRES website or subscribe to the electronic notification system for release of the SpaceTech-REDDI-2015 Appendices. Technical, programmatic, and procurement comments and questions may be addressed by e-mail to HQ-STMD-FO@nasaprs.com. Responses to inquiries will be answered by e-mail and may also be included in the Frequently Asked Questions (FAQ) document located on the NSPIRES page associated with the Appendix; anonymity of persons/institutions who submit questions will be preserved.
