Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/ Grain Inspection, Packers and Stockyards Administration, Technology and Science Division (GIPSA TSD) in Kansas City, MO intends to award a sole source, Delivery Order on GSA Contract# GS-07F-274BA to CEM Corporation,DUNS: 066327305 CAGE Code: 67265, for a Microwave Accelerated Reaction System MARS6 series in support of analytical methods that facilitate of marketing of U.S. grain. The Technology and Science Division (TSD) provides analytical testing of processed commodities as authorized under the Agriculture marketing Act (AMA) of 1946, including iron, calcium, potassium, lead, and cadmium. This testing is provided in support of GIPSA's Export Cargo Survey Program and the United States Agency for International Development (USAID) world food assistance program. The additional equipment is needed to ensure TSD is able to support these programs and provide services within the required specified turnaround time by avoiding any delays from malfunctioning equipment or increased workload. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. The purpose of this acquisition is to provide the GIPSA Technology and Science Division laboratory with an additional self-contained microwave digestion system capable of sufficient throughput and analyzing the samples sizes specified by the required approved methods. Use of the same manufacturer's current model is desirable for meeting specific technical requirements, transfer and standardization of methods among the systems, established quality control, sharing of instrument parts, and reduction in resources associated with training. The new system must meet the following specific technical requirements: • Self-contained microwave digestion system. • Compatibility with the current laboratory equipment (CEM MARS6 230V/60Hz) • Throughput capability of up to 40 vessels at a time. • Capable of controlling the temperature of each individual vessel during a run. • Capable of providing a report of quality control data tracking temperature maintenance throughout the run. This limits undigested samples which can cause quality control issues when analyzing various batch sizes. • Capable of analyzing various sample sizes ranging from 0.5-1.1 grams required by current methods. • Accommodates 75 ml sample vessel size. • Includes installation and any necessary training. • Availability of a preventative maintenance plan. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing and the Small business size standard is 500 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
