- Statement of Need The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Picatinny Detachment and the NSWC IHEODTD, Procurement Division are currently seeking potential sources capable of manufacturing 57-mm High Explosive Point Detonating (HE-PD) Cartridges. This is a sources sought synopsis issued for informational and planning purposes only. This synopsis neither constitutes a Request for Proposal (RFP), nor does it bind the Government to any particular acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Item Description/Specification The fixed cartridge shall consist of an explosive loaded projectile, a point detonating fuze, a cartridge case with propellant charge, and an electrical primer. The cartridge shall function without casualty in the 57-mm MK 110 Gun Mount. The fuze shall be capable of initiating the high explosive load upon impact with a target. The cartridges shall be clipped together with the MK 8 Clip and packed 2 to a container in the MK 806 container. The cartridge must be suitable for Navy surface ship applications and meet the safety requirements of the U.S. Navy Weapon Systems Explosive Safety Review Board (WSESRB) and NAVSEAINST 8020.5. Proposal Requirements All interested sources that are capable of meeting the above requirements are invited to indicate their interest by providing the U.S. Government the following information: a) A description of the item(s) that may be offered, should the government pursue procurement of 57-mm HE-PD ammunition. b) A list of cartridge and fuze energetics and any certifications of energetic or component qualification as well as the standard used in the qualification process. This also includes Final (Type) Qualification for the complete cartridge, if applicable. c) A description of the company's facilities, personnel and past experience as it relates to the requested 57-mm HE-PD cartridges or similar items. d) A synopsis of the company's technical capability to manufacture 57-mm HE-PD cartridges in accordance with the above requirements. e) A description of the company's production rate capability, including the maximum production rate attainable and minimum sustaining rate. f) A description of the company's safety program including safety standards used and compliance with Department of Defense Manual 4145.26-M. g) A description of the company's quality system to include any relevant International Organization of Standards (ISO) qualifications. h) Name of the company to include company point of contact, technical point of contact, company address, telephone numbers (voice and fax), and email address. i) Company size/type (i.e. Large, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, etc.), taxpayer identification number, DUNS number, and CAGE Code. Please identify any proprietary information submitted. Method of Delivery All interested sources must submit their responses no later than COB at 3:00pm EST on 22 June 2015.
