- This Sources Sought Notice published today RFP VA 241-15-R-0522 05/20/15 for the Electrical Deficiencies Corrections - Phase II, Project Number 689-14-110 hereby replaces the previous Sources Sought Notice published on 05/19/15 RFP VA241-15-R-0477 in its entirety. SOURCES SOUGHT: The VA Medical Center, West Haven, CT has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for construction to accomplish Electrical Deficiencies found by the 2014 West Haven Electrical Condition Assessment as well as other electrical system deficiencies at the West Haven VAMC. The Electrical Deficiencies Corrections -Phase II Project #689-14-110 is located at 950 Campbell Avenue, West Haven, CT, 06516. This is not a Request for Proposal; this is a Sources Sought document only. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete design package for the Electrical Deficiencies Phase II Project and if such businesses are interested in this procurement. The NAICS code is 541330 and the small business size standard is $15.0 Million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer no later than 15 calendar days from the date of this notice via email to Laura.Taylor6@va.gov. The following information is requested in response to this notice: (1) Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541330; (2) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (3) Evidence of your experience in A/E Services for a complete design of an electrical project of this scope with a minimum of one (1) project located at a medical facility (please provide contract description, contract dollar amount and telephone numbers for points of contact - no photographs); (4) proof of professional liability insurance required to cover the amount of this project; and (5) evidence your firm is within a 150 mile radius of the West Haven VA Medical Center. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest in not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. Interested firms may reply via e-mail to Laura.Taylor6@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE). PROJECT INFORMATION: Provide professional Architect/Engineer Services for the Electrical Deficiencies Phase 2 Project to include, but not limited to site visits, design development, construction documents, specifications, cost estimates, and construction period services to accomplish electrical deficiencies corrections at the West Haven VAMC. The intent of this project is to correct specific electrical deficiencies found by the 2014 West Haven Electrical Condition Assessment as well as other electrical system deficiencies at the West Haven VAMC. In general, corrections include improvements to Normal and Essential Electrical Systems, Medium Voltage Distribution Systems, Low Voltage Distribution Systems, Grounding Systems, and the Essential Electrical Systems. The Engineer shall be responsible for the entire design of this project, including confirmation of existing conditions, investigation for the presence of hazardous materials, and corresponding abatement plan(s). The Electrical Deficiencies Corrections, Phase 2 Project for the West Haven VA is a large, complex project that requires numerous and continuous on-site visits by the selected engineering firm. The purpose for the required on-site visits may include the inspection for existing conditions, meetings with VA staff regarding unforeseen and urgent matters related to the project which may be on a short notice. The Architect/Engineering must be located at an office located within the 150 miles radius of West Haven, Connecticut. Based on previous projects of similar scope and complexity, the VA has found firms located outside a 150 mile radius do not provide the required timely response which impacts the progress of projects to proceed with additional expenses.
