- This is a Request for Information (RFI) as defined in FAR 15.201(e). This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement, or the Government use of such information. The U.S. Army Aviation Development Directorate (ADD) seeks comments on approaches, processes, and objectives pertaining to the execution of Architecture Implementation Process Demonstrations (AIPD) as part of the Mission Systems Architecture Demonstration (MSAD) within the Joint Multi-Role (JMR) Technology Demonstrator (TD) program. The JMR TD is a focused research effort whose purpose is to demonstrate transformational vertical lift capabilities to prepare the Department of Defense (DoD) for decisions regarding the replacement of the current vertical lift fleet. The JMR TD is composed of two main efforts: the Air Vehicle Demonstration (AVD) and the Mission Systems Architecture Demonstration (MSAD). The objective of MSAD is to ensure that a potential Future Vertical Lift (FVL) Family of Systems Program of Record has the processes, tools and standards necessary to specify, design, analyze, implement, acquire, qualify, certify and sustain a mission systems architecture that meets the performance requirements and business goals of the DoD. AIPD is the second in a series of increasingly complex demonstrations being executed under MSAD intended to explore issues relevant to FVL mission systems architecture implementation. Respondents are urged to study the Supplemental Information document available as an attachment to this RFI for a detailed description of AIPD. The purpose of this RFI is to inform industry of a potential upcoming AIPD solicitation and to obtain comments that might influence the effort scheduled to begin execution in FY2016. The Government requests comments related to: Goals of the AIPD effort Clarity of the information contained in the supplemental package Acquisition approach Sufficiency of proposed funding and schedule Proposed evaluation criteria Interest in attending an Architecture Analysis and Design Language (AADL) / Architecture Centric Virtual Integration Process (ACVIP) course prior to release of the BAA (see Supplemental Information document, Appendix I, section 3.2) Any other pertinent aspect of AIPD Responses to this RFI must grant the Government with Unlimited Rights or Government Purpose Rights in accordance with Federal Acquisition Regulations (FAR). The Government will not review any responses that are provided with assertions of rights ownership (e.g., Proprietary, copyrighted, etc.) because such information cannot be used without permission to influence the AIPD BAA. Any changes or modifications made by the Government to AIPD derived from responses to this RFI will be incorporated on a non-attribution basis. Responses should not describe any company specific AIPD solicitation response strategy. Responses to this RFI are requested by 12 Noon on Friday 10 July 2015 and shall be unclassified. Classified responses will not be accepted. Submit responses electronically via the AMRDEC Safe Access and File Exchange website (https://safe.amrdec.army.mil/SAFE/).
