Posted Date: May 19, 2015 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: May 26, 2015, 3:00pm EST In accordance with FAR Subpart 6.302-1, this justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1, only one responsible source and no other source will satisfy the Agency's requirements for this item. Thermo Electron North America, LLC,. is a designer and manufacturer of The EPA HR-ICPMS. The maintenance plan covers software updates, factory-certified replacement parts, unlimited on-site service visits, one annual preventative maintenance visit, and all associated travel and labor costs for the service-engineer. There is only one (1) group of engineers that are trained on this technical instrument and Thermo Electron North America is the only company who provides that training. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within seven (7) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
