Request for Information for Business Writing Training Sessions 5/19/2015 CONFIDENTIALITY ALL INFORMATION CONTAINED WITHIN THIS DOCUMENT IS CONFIDENTIAL AND IS PROVIDED ONLY TO GIVE VENDORS AN ADEQUATE UNDERSTANDING OF THE GENERAL SERVICES ADMINISTRATION’S REQUIREMENT. UNDER NO CIRCUMSTANCES SHOULD INFORMATION BE DISCLOSED TO ANY OUTSIDE PARTY. SOURCES SOUGHT SYNOPSIS The General Services Administration, Office of Administrative Services, Internal Acquisition Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support, this requirement for Business Writing Training Sessions. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. PURPOSE This is being issued by GSA to conduct market research for the purposes of obtaining industry comments, determining industry partner’s support capabilities, and identifying sources for a requirement related to a series of Business Writing and grammar training sessions for the staff of the Executive Secretariat Division, Office of Administrative Services, U.S. General Services Administration. REQUIREMENTS The training sessions should provide the following: 1. Substantial review of grammar and punctuation with pre- and post- course assessments 2. Training related to sentence structure, syntax, and organization 3. Discussions regarding general business writing, with a focus on GSA letters and topics 4. Instruction on editing pointers and tips 5. Best practices related to the use of plain language and passive vs. active voice 6. Attention to the enhancement of critical analysis skills and fact development concepts The training sessions should consist of the following: 1. A combination of on-site and webinar classroom training, as well as very limited one-on-one coaching (with the option for additional individual sessions as required) 2. Session lengths of 1.5 to 2 hours, on a weekly basis 3. In-class assignments are preferable; however take-home assignments are also acceptable Note: Recommended course materials should be consistent with training content and structure. REQUESTED INFORMATION GSA is requesting responses to the below questions and inquiries: 1. Describe the scope and focuses of previous training classes conducted for government employees and include the firm’s employee’s work, writing level, and writing experience. Note: please provide instructor resumes as an attachment(s) not to be included in the overall page limit. 2. Provide examples/descriptions of training conducted for editors within the past three years. 3. Elaborate on overall work experience with Executive Secretariats and/or rulemaking organizations. 4. Please provide samples of course materials utilized for similar training courses. 5. Describe experience conducting plain language training. 6. During the past two years, what style guides have you, or your organization, used for training? COST 1. If possible, please provide a Rough Order of Magnitude (ROM) for the proposed services. Estimate pricing model for services provided by your firm. Note: This cost will only be used for information and planning proposes and will not be factored in any potential resulting procurement. 2. Document all assumptions underlying the cost estimate to include labor or any travel. RESPONSE REQUIREMENTS All firms expressing an interest in responding to this requirement shall provide the following information: a. Name and Address of firm b. Point of Contact information (Name, Phone Number, and Email Address) c. Business size and any applicable socio-economic designations of firm as stated in the Central Contractor Registration (CCR) database d. A brief description (no more than twelve pages) of your firm’s response to the above questions/issues and your firm’s level of interest and ability to submit a quote involving all support required. e. Questions about, or concerns you may have with, the support requirements listed above (no more than two pages). f. If your firm plans to establish teaming agreements or subcontracts with other firms to pursue this opportunity, provide details about these other firms. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance-based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
