FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: D - Automatic Data Processing and Telecommunication Services SUBJECT: Data Acquisition, Net-Zero Energy Residential Test Facility SOLICITATION NUMBER: SB1341-15-RQ-0428 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Acquired Data Systems, Inc. for the acquisition of the support necessary to enable continued operation of the data acquisition process at the Net-Zero Energy Residential Test Facility (NZERTF) at NIST in Gaithersburg, MD. The following services are required to continue the operation of the NZERTF: 1. Monthly service (2 days per month) - This service is to maintain the control and monitoring systems at their peak performance. This includes an in-depth overview of the actual actions of the virtual family within the NZERTF compared to their "scripted actions," ensuring that all sensors are within acceptable bounds, and monitoring control interfaces to various devices within the home to ensure they are operating as designed. Service will also include an inventory of collected data and capacity/status check of all storage devices. 2. Add additional sensor/channel information to improve monitoring of solar domestic hot water systems including magnetic flow meters and temperature sensors (hardware supplied by NIST). Implement a minutely communications check for the MODBUS equipment, and, if data loss is found, have the system conduct an initialization check. 3. On call maintenance occurrence in event of hardware/software failures. Identify any issue(s) and correct. NIST will be responsible for having the hardware/software on hand to avoid any potential delays. 4. End of year system operating upgrade (3 days per year) - Upgrade to latest versions of control/monitoring hardware/software and ensure that latest versions interface with installed equipment within the NZERTF and operate properly. ***** Sole source determination is based on the following: Acquired Data Systems (formerly Calbay) has unique knowledge of the requirement as it has worked closely with NIST researchers to develop the control and monitoring systems that are currently used at the NZERTF. This included the control of the virtual family, algorithms to interrogate the load control panels, hardware/software of the virtual family, hardware/software solutions needed to control all appliances, lighting, and plug loads, and the data collection processes used to acquire and store data from over 500 sensors on a minutely basis. Only Acquired Data Systems has the in-depth background, acquired during the installation of these systems, to maintain them and make the needed changes and modifications to accommodate changes in the NZERTF experimental setup. Due to the unique and innovative nature of this requirement, a sole source purchase order to Acquired Data Systems, is being contemplated, in accordance with FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor possesses unique knowledge of the NZERTF control and monitoring systems. Acquired Data Systems also possesses the knowledge to interface the state of the art sensors, digital load control panels, data collection equipment to equipment found in typical homes (heat pump, dishwasher, clothes washer, etc.) as well as emerging technologies such as heat recovery and solar systems. Continuous data collection with no data loss is essential for the NZERTF. It is impossible to go back and reset the experiment, as the weather conditions that drive the performance of the NZERTF cannot be replicated. Continuous data is needed in order to represent the performance of the home over an entire year to demonstrate net zero operation. Acquired Data Systems has the experience with the project to ensure that data is not lost due to failure in the control and monitoring system. *****The North American Industry Classification System (NAICS) code for this acquisition is 541512, Computer System Design Services. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by May 28, 2015, 2:00 p.m., EST will be considered by the Government.
