RFI/Sources Sought Attachment 2 - CBA Handbook Attachment 1 - JCIDS CJCSI 3170.01I Attachment 3 - Sample PDPA/NDA Request for Information (RFI)/Sources Sought For Air Force Civil Engineering Requirements Office Capability-Based Assessments Contracting Office Address : 772 ESS/PKD, 139 Barnes Drive, Suite 1 Tyndall Air Force Base, FL 32403-5323 1 DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or imply the Government's intent to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals and will not accept unsolicited proposals at this time. Interested vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. If a solicitation is released, it will be synopsized through the Government point of entry, Federal Business Opportunities website (https://www.fbo.gov/). It is the responsibility of interested vendors to monitor this site for additional information pertaining to this requirement. 2 INTRODUCTION The Air Force Civil Engineer Center (AFCEC), Tyndall Air Force Base (AFB), Panama City, Florida, is seeking to identify qualified vendors who can perform and/or support the performance of studies and analyses integral to capabilities-based requirements development. Within AFCEC, the Air Force Civil Engineering Requirements Office (AFCERO) serves as the focal point for enterprise-wide early requirements development that determines AF Civil Engineer (CE) capability gaps and supports the planning and programming for acquisition of materials and systems in expeditionary engineering, explosive ordnance disposal, aviation/airbase firefighting, and emergency management. Department of Defense and Air Force policies and instructions direct that requirements analysis be conducted using a capabilities-based requirements development process that is compliant with the Joint Capabilities Integration Development System (JCIDS) CJCSI 3170.01I dated 23January 2015 (Attachment 1) Capability-based assessment (CBA) is the primary method used by AFCERO to perform capability gap determination, analyses of alternative solutions, and make recommendations for courses of action. The Director of Civil Engineers, Deputy Chief of Staff for Logistics, Installations and Mission Support (AF/A4C), is responsible for oversight and approval of AF CE requirements generated by the CBA process. Approved courses of action may be forwarded to the Air Force Requirements Oversight Council (AFROC) and/or the Joint Requirements Oversight Council (JROC) if supplemental approval is desired by AF/A4 or the Joint Engineer community. The majority of these requirements require approximately two (2) years of performance to complete. Specific guidance for the completion of a CBA can be found in Capabilities-based Assessment (CBA) Handbook: a Practical Guide to the Capabilities-based Assessment published by the Office of Aerospace Studies (OAS) dated 10 March 2014 (Attachment 2). 3 REQUIREMENTS Interested vendors should identify experience that they possess with the DoD JCIDS or AFROC processes. In particular, they should identify CBAs that they have performed either independently or as a member of a government-contractor team. Interested vendors are asked to provide a list of capabilities-based requirements development efforts, the sponsoring agency and point of contact (if available), period of performance, and study outcomes. Emphasis should be placed on efforts completed within the past five (5) years. Please also include any current Federal Government contract(s) you were awarded that could fulfill this requirement along with points of contact (company and Government). Interested vendors are encouraged to provide a table of qualifications for representative personnel by labor category. Qualifications should include academic degree, academic specialty, years of experience, total number of studies performed, number of studies performed in the past five (5) years, and DoD or private industry equivalent certifications held. Resumes are not required, but if provided as part of this RFI, they will not count against the page count limitation. Due to the episodic nature of CBA studies and analyses, the government does not envision the need for full-time on-site support contractor personnel at Tyndall AFB, FL. If studies and analyses require contractors to perform work at Tyndall AFB, FL they will be provided Government furnished office space and automated data processing and communications equipment. These on-site efforts will be of short duration and require contractors to work intensively with their Government client during the CBA process. Thus the Government encourages interested vendors to consider other work arrangements that do not require a full-time presence at Tyndall AFB, FL. Please provide the Government with any lessons learned, best practices, etc. that have been experienced and realized when working contracts that fulfill the above referenced requirement. This information can include contract type, length of contract, quality assurance procedures, etc. Interested vendors should provide a description of their corporate facilities for holding meetings and conducting virtual working group meetings. They should also describe their capabilities to perform work and conduct meetings at the Secret classification level. Also, contractors should describe their capabilities to generate and store classified information. Some requirements may require up to a Top Secret clearance for performance. 4 RESPONSES Interested vendors are requested to respond to this RFI with a capability statement no later than 19 June 2015. Interested vendors are also encouraged to provide a table of qualifications for representative personnel by labor category. Responses shall be limited to five (5) pages including tables and figures. Margins shall be 1 inch each side, lines should be single spaced and text should be no smaller than 12 point font (Times New Roman preferred). Resumes are not required, but if provided as part of this RFI they will not count against the page count limitation. Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Be advised that all submissions become Government property and will not be returned. If any interested vendor wishes to include proprietary information and does not currently have a Proprietary Data Protection Agreement/Nondisclosure Agreement (PDPA/NDA) that would permit AFCEC support contractors to process, review and evaluate the responses submitted in response to this RFI, then the interested vendor is requested to establish PDPA/NDAs with these support contractors for this purpose. Based on your professional experience in the private sector, would you consider this requirement to coincide with work typically provided in the commercial market? f. Specify your business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUBZone small business, woman owned small business, veteran owned small business, service disabled veteran owned small business) based on NAICS codes 541614 - Process, Physical Distribution, and Logistics Consulting Services; 541690 - Other Scientific and Technical Consulting Services; and 541990 - All Other Professional, Scientific, and Technical Services (Specify all that apply). Small businesses are strongly encouraged to participate and provide responses to this RFI. g. Would your firm propose on this project as a prime contractor, prime contractor with subcontractor(s), prime contractor with team member subcontractor(s), or a joint venture? If you have proposed a joint venture, identify to the extent possible, your team members. Identify the business size of your team members or joint venture firms. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. See FAR subpart 9.6 for Government policy on teaming arrangements and 8(a) Program regulations described in 13 CFR 124.513. h. Identify any projects completed in the past five (5) years for the same or similar items to help determine your firm's capability in meeting the requirement for the items listed in the attached spreadsheet. Include any government contracts (Federal, State, or local) that you have been awarded for this type of requirement. Also, include the contract number and a government point of contact. i. Is this service available on a GSA Schedule? If so, please provide the GSA Schedule number and special item number. If GSA is in the process of awarding a schedule for this service please provide the GSA point of contact name and phone number. j.
