Enterprise Service Solutions (ESS) Directorate 20 May 2015 CCAM-ES-C 1. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET SURVEY PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT, THEREFORE, REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought announcement serves to notify industry of technical services required by the U.S. Army Materiel Command (AMC) for an existing Lead Materiel Integrator (LMI) Contractor Service Contract. AMC is conducting market research in accordance with FAR 10.001 to determine feasibility of a competitive acquisition and to identify potential sources that can provide support in all aspects of facilities, logistics and asset management, program management, and technical and administrative support services to AMC to assist with all evolving requirements as the Army's Lead Materiel Integrator matures or continues the developmental process. This contract support will be responsible for assisting AMC with integrating and synchronizing the Army's materiel stakeholders to effectively and efficiently distribute and redistribute materiel to support the generation of trained and ready forces. This effort is expected to include, but not be limited to, the following contractor provided and/or support tasks. a. On a continual basis as directed by the Government, the contractor will develop, revise, update and staff business rules for the AMC LMI process. These business rules must be able to be used with automated systems as well as personnel engaged in the LMI process as staff members of the Materiel Enterprise. b. This effort will require immediate and flexible contractor assistance in providing long range systems planning, preparation of plans and results, and technical management support to Government personnel in the following areas: data gathering, research, development of presentations, preparation of planning and program related documentation, development of management information systems and developing briefings. c. Provide support to facilitate effective communication between the AMC and G-Staffs by providing Subject Matter Experts based in the National Capital Region to function as LMI Liaisons to Headquarters, Department of the Army (HQDA) G-Staffs. d. Conduct program analysis to include monitoring progress, results (short-term and long-term) and reporting. This includes studies and analyses of topics (research development, testing, and others) as directed by the Government. Assist in conducting requirements analyses for new or expanded programs, new technologies, and other topics as designated by the Government, and report findings to the Government. Assist Government personnel with supporting the Army Campaign Plan (ACP) in routinely providing metrics and associated feedback on overarching Army mission associated with logistics and equipping. f. Support the LMI mission with assistance to support the readiness of units undergoing reset through the Army Force Generation (ARFORGEN) process. g. Participate in the LMI continuous effort to provide cost savings to allow the Army to save money on secondary destination transportation costs, personnel costs, and repair and storage costs. h. Provide contractor assistance with the Brigade Combat Team Reorganization (BCTReorg) initiative upon receipt of new Modified Table of Organization and Equipment (MTOE). AMC LMI contractors will conduct Decision Support Tool (DST) analysis to optimize equipment on hand against supply and coordinate Army-wide disposition of excess equipment. i. Participate in the HQDA G-3 led Equipment Validation Review Board to procure funding for AMC manage Line Item Number (LIN) shortages. j. Conduct reviews to ascertain the production status and projected plan for completion of field and sustainment maintenance level programs that support materiel management initiatives at installations but not limited to installation property management offices, central receiving facilities, receipt and storage facilities, transportation points and the maintenance processes required to keep Army materiel management flow as required to support the Army's LMI processes. k. Provide analysis and recommendations concerning food service and transportation operations on installations. Provide input and recommendation to AMC staff and AMC major subordinate command on the development and refinement of business processes, procedures and policy governing the Army's LMI support program. l. Conduct assessment and analysis on issues relating to Asset Management and Distribution Branch, including: identify, monitor, and report on Dormant Army Department of Defense Activity Address Codes (DoDAACs) used in Southwest Asia (SWA) that still have open requisitions; identify, monitor, and report on open Logistics Modernization Program (LMP) backorders that are closed or cleared in the requisitioner's system(s); reconcile and report on LMP Due-ins in accordance with HQDA policy message. Provide assistance to identify, monitor, and report on issues from Army Working Capital Fund - Supply Management Army (AWCF-SMA) to Operations and Maintenance Army (OMA) funded customers that should regarding the generation of sale; analyze and report on the performance of end-of-day and annual AWCF-SMA balance reconciliations for below depot inventory (e.g., managed in Standard Army Retail Supply System (SARSS), Global Combat Support System - Army (GCSSArmy), and Forward Distribution Depots (FDDs); and analyze and report on the performance of requisition image reconciliations. 2. Interested parties who have the capability to provide the requested services should respond to this announcement in writing and shall be limited to 20 pages which shall include the following information: - Firm's name, address, point of contact, phone number, and e-mail address - Firm's interest in submitting an offer in response to the solicitation if and when it is issued - Description of existing production facilities that would be utilized in performing the services described in this announcement - Firm's CAGE Code, business size, (if a small business, please indicate whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc...) - Firm's Joint Venture information, if applicable (existing and potential) - If the requested services have been provided or offered to the Government within the past three years, a description of the services and applicable Government contact information shall be provided - Provide any other pertinent information that will assist the Government in this assessment All responses shall be submitted to the U.S. Army Contracting Command (ACC), ATTN: Enterprise Service Solutions (ESS) Directorate CCAM-ES-C/Myra Wright, Building 5303, Sparkman Center, Redstone Arsenal, AL 35898.
