- The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is seeking a contractor to manage and operate Sandia National Laboratories (SNL). SNL is presently managed and operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation under contract DE-AC04-94AL85000 and is a Federally Funded Research and Development Center (FFRDC). SNL?s contract expires on April 30, 2016. NNSA will exercise Sandia?s one-year option period, extending performance until April 30, 2017. NNSA will conduct a full and open competition for a follow-on management and operating (M&O) contract consisting of a four-month transition and a five-year base period with options for up to five additional years. Issuance of the solicitation will be announced through the Government-wide Point of Entry?FedBizOpps (https://www.fbo.gov/) and FedConnect (https://www.fedconnect.net/Fedconnect/). The North American Industrial Classification System (NAICS) code fo r this action is 561210?Facilities Support Services (size standard: $38.5 million). Background: SNL is responsible for non-nuclear engineering development of all U.S. nuclear weapons and for systems integration of the nuclear weapons with their delivery vehicles. SNL's national security responsibilities include design, qualification, certification, and assessment of the nonnuclear subsystems and system qualification of nuclear weapons. SNL also leads the Nuclear Security Enterprise (NSE) in developing new technologies in the safety, security, reliability and use control of nuclear weapons, and works closely with other NSE Sites on issues associated with production and dismantlement of nuclear weapons, surveillance and support of weapons in the stockpile. Other responsibilities include advancing technologies in nuclear intelligence, nonproliferation, and treaty verification. NNSA is in the process of establishing a website to disseminate information relating to this acquisition. The draft documents, solicitation, notices, questions/answers, information regarding a site tour and proposal conference, and other pertinent information will be made available through the website. Prospective offerors should frequently check the website for up-to-date information. The current SNL M&O contract is located at the following website: http://nnsa.energy.gov/aboutus/ouroperations/apm/mosupportdept/sandiacorp NNSA is seeking input from interested companies concerning their capability to meet this requirement and the likelihood that they would submit an offer in response to a solicitation for a follow-on contract to manage and operate SNL. NNSA also requests industry input on any physical, financial, legal or technological barriers to competition or other risks to your company that NNSA should consider in planning for a possible competition. NNSA invites interested parties to provide their views on the optimal contract and incentive structure for this scope of work. Additionally, interested parties are invited to provide suggestions for improvement to the current contract and to the solicitation process. Submittal Instructions: 1. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: obtaining information to assist the National Nuclear Security Administration in developing a contracting strategy for management and operation of Sandia National Laboratories. (End of Clause) 2. All proprietary material in the submission package shall be clearly identified and will be treated in the strictest confidence. 3. This Sources Sought is issued solely for information and planning purposes and does not constitute a request for proposal. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Sources Sought, and responses to this Sources Sought will not be returned. 4. This is a Sources Sought and not a Request for Proposal (RFP). Therefore, the Government makes no guarantees that a RFP for your capability will be issued at a later date. 5. Written responses to this Sources Sought addressing the items above (new and innovative approaches, experience, current capabilities), are limited to 15 pages and should be sent to SEB6@nnsa.doe.gov no later than June 30, 2015.
