- U.S. EPA Electronic Manifest (E-Manifest) System This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.201. The United States Environmental Protection Agency (EPA) intends to solicit for a new requirement in support of its Office of Solid Waste and Emergency Response (OSWER), for services to fully design, develop, test, deploy, operate, and enhance the National Hazardous Waste Electronic Manifest Program Information Technology System (e-Manifest), in accordance with The Hazardous Waste Electronic Manifest Establishment Act (The Act) of October 5, 2012, and all final e-Manifest regulations. The Act requires the EPA to establish and own a hazardous waste electronic manifest program information technology (IT) system that will enable electronic manifesting as a means to augment or replace the use of paper manifests for tracking hazardous waste shipments. The Act requires that the e-Manifest system, among other things, 1) meets the needs of the user community; 2) attracts sufficient user participation and service revenues to ensure the viability of the system (the Act authorizes EPA to collect reasonable user fees); and 3) decreases the administrative burden on the user community. The e-Manifest system represents a brand new approach to how the current Resource Conservation and Recovery Act (RCRA) manifest program operates amongst the regulated community, states and the EPA. The system is a completely new investment for the EPA, and, from an implementation perspective, the system will be required to integrate with existing and future EPA (or other federal) shared services and enterprise architectures. EPA envisions that the e-Manifest system development approach will leverage shared services within the federal space, as well as integrate platforms, tools, and services in the available commercial IT marketplace. The proposed requirement mentioned herein will be solicited as a Full and Open competition in accordance with FAR Part 15, Contracting by Negotiation. The anticipated contract type is a multiple award indefinite delivery and indefinite quantity contract. The work to be performed under the proposed requirement falls under the North American Industry Classification System (NAICS) code 541512, Computer Systems Design Services, with a Small Business Size Standard of $27.5 million. Interested firms must be able to meet the requirements, as stated in the SOO under the provided NAICS code. EPA requests for industry feedback regarding this procurement, including the SOO posted as Attachment 1 to this notice. Industry feedback shall be sent to Ventura.Marisol@epa.gov on or before Wednesday, June 10, 2015 by 3pm ET; industry feedback regarding this procurement shall be a maximum of five pages long. Please note that this not a sources sought notice and vendors are not to submit capability sheets or brochures; EPA is requesting specific comments regarding the information included in this notice and the SOO.
