- Title: Support of Foreign Assistance Data Systems - Washington, DC. The U.S. Department of State, Office of Acquisition Management (AQM), is issuing this Sources Sought Notice, as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for the U.S. Foreign Assistance Resources Bureau. The results of this market research will contribute to determining the method of procurement and will assist DOS in developing and further defining procurement and acquisition strategies. This market research will identify potential small business sources (including 8(a) business development participants, veteran-owned small businesses, service disabled veteran-owned small businesses (SDVOSB), HUB Zone small business concerns, small disadvantaged businesses, women-owned small business concerns and economically disadvantaged women-owned small business concerns). The anticipated North American Industry Classification System (NAICS) Code assigned to this procurement is 541511 (Custom Computer Program Services). Interested firms must demonstrate in their qualifications statement that they are qualified to perform the work outlined below under this NAICS Code. This is NOT a solicitation announcement. No contract will be awarded from this announcement. This request for capability information does not constitute a request for proposals and does not bind the U.S. Department of State to any agreement, written or implied. Submission of any information to this market survey is purely voluntary. DOS assumes no financial responsibility for any costs incurred by respondents. No proprietary, classified, confidential, or sensitive information should be included in the response. Background: The United States has significantly increased its assistance to its partners around the world. To oversee and coordinate the Department of State (DoS, State) and U.S. Agency for International Development (USAID) foreign assistance portfolio, which represents the majority of US overseas aid, the Office of U.S. Foreign Assistance Resources (F) was created in 2006. In support of this goal, F manages FACTS Info, an enterprise-wide data collection system, repository, and report generator, as well as ForeignAssistance.gov (FA.gov), a public-facing website that collects and publicizes all USG foreign assistance. The objective of this Sources Sought is to scan the market for expertise and skilled resources in information technology strategic planning, contractor project management, systems solutions support, and Business Process Reengineering (BPR)/Organization Change Management (OCM) services to assist in the management of the development, deployment, and operational management of FACTS NextGen (FACTS Next Generation is a new design being developed as totally web-based for low-bandwidth and high-latency countries), FACTS Info (FACTS Information is a legacy desktop client that allows for higher performance in connectivity-challenged missions), ForeignAssistance.gov (an outward-facing public website advancing President Obama's transparency initiative with specific regard to Foreign Assistance), and other potential F-related information systems, such as the Office of the Global AIDS Coordinator's (OGAC's) President's Emergency Plan for AIDS Relief (PEPFAR) and Health Management Information System (HMIS). Requirements: The proposed acquisition will require demonstrated knowledge and past performance regarding U.S. Foreign Assistance business processes as demonstrated by: budget formulation, operational planning, as well as performance planning and reporting. Additionally, demonstrated experience with foreign assistance health programs, particularly those related to prevention and treatment of HIV. With regard to FA.gov (a public-facing website), experience with multiple agency financial systems and associated business processes is required (e.g. USAID's Phoenix, State's Global Financial Management System (GFMS), Millennium Challenge Corporation's (MCC's) Midas, etc.), as well as experience drafting official interagency guidance and/or legislative drafts. These are the following types of activities required. This is an outline subject to change when the solicitation is issued; however, the core requirements will not change: • The Contractor shall provide project management support and be responsible for the project management and administration (according to the Project Management Body of Knowledge (PMBoK) and System Development Life Cycle (SDLC) of all efforts undertaken in the Task Order to include Earned Value Measurement (EVM) tracking and reporting. The Contractor shall be responsible for ensuring that all work activities are performed in a timely and cost effective manner while maintaining the highest quality of performance under Earned Value Management (EVM) as guided by ANSI/EIA-748. • The Contractor shall provide project management support, at the direction of the COR, to develop, deliver and assist in implementing an IT Strategic Plan and an IT Operational Plan, outlining the short- and long-term IT strategies for effectively supporting the office. The plans shall address applicable information systems, related business processes in the formulation, management, coordination, execution, and reporting of the budget, operational plans, performance plans and reports, and other related processes. • To adequately provide project management support for FACTS Info, ForeignAssistance.gov, and new project initiatives, the Contractor shall demonstrate a history of supporting IT requirements gathering, validation, managing development, testing and training with foreign assistance users at USAID, State, OGAC and other USG agencies, both at geographically dispersed locations (including international regions of Africa, Latin America/Caribbean, Europe/Eurasia, Asia, Middle East) and in the greater Washington area, to identify their needs, address issues, communicate status, and provide planning and management support for the F projects. • Regular reports will be produced, updated, and maintained regarding the project and system to include Earned Value Measurement, Integrated Baseline Reviews, Work Breakdown Structures, Traceability Matrix, and Security Assessment and Authorization (SA&A), which require a demonstrated knowledge of NIST standards. • At the direction of the COR, the Contractor shall provide Systems Solutions support to baseline FACTS Info documentation and provide operations management services. • The Contractor shall operate, maintain, and develop ForeignAssistance.gov. • Personnel should be able to obtain either a Secret or Moderate Risk Public Trust (MRPT) Security Clearance. Other Important Considerations: Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements in response to the SSN or comments submitted in response to requests for information. Capability Statement/Information Sought: As part of response, respondents should provide the following: • Detailed qualification and capability statement to identify specific IT management of client based AND web-based development, as well as detailed requirements gathering and test scenario development and execution. • Synopsis of corporate experience and management capabilities, including staff experience, availability, and pertinent training and/or certifications; • Relevant past performance history should identify appropriate levels/types of expertise; Lists of prior completed projects and/or government contracts of similar nature, references, and/or any other related information; If your company has the capacity to perform the services outlined above, please provide the following information: Organization name, address, email address, web site address, telephone number, point of contact, size of business, qualified small business category and certification, type of ownership (including country of ownership) for the organization, DUNS Number, Cage Code, SAM information. Request your company submit any GSA Federal Supply Schedules (FSS) with schedule number and/or other Government-Wide Acquisition Contract (GWAC) that would permit the company to perform under the given NAICS/requirement description. Information Submission Instructions: The deadline for submitting questions directly related to this announcement is 4PM (EST) May 29, 2015 and shall be emailed to BorekMP@State.gov. The words "Support of Foreign Assistance Data Systems," must appear in the subject line. The deadline for submitting capability statements relating to this announcement is 4PM (EST) June 17, 2015. Responses are limited to ten (10) pages not including cover page and table of contents. All responses to this Sources Sought Notice must be submitted electronically to Maureen Borek, Contracting Officer, via email at BorekMP@state.gov and shall have the words "Support of Foreign Assistance Data Systems" in the subject line.
