- This is a competitive 100% Small Business (SB) set-aside. The acquisition is subject to the North American Industry Classification System (NAICS) code of 811310 with a business size standard of $7.5M. This acquisition will be handled as a commercial item acquisition prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 12 and 13. A firm-fixed price contract award is contemplated. The U.S. Department of Energy, Western Area Power Administration, Desert Southwest Region, Maintenance Division, requires the spare 600 MVA transformer, presently stored at Liberty Substation, Buckeye, AZ, to be drained, disassembled, and transported to Mead Substation, Boulder City, NV, and then re-assembled, filled with oil, and tested in accordance with requirements identified in the performance work statement, the manufacturer?s instruction book, and referenced standards. The work shall be accomplished under the guidance of a contractor provided Erecting Engineer, who has experience with on-site disassembly, transport, assembly, vacuum/oil processing, and testing of large three-phase power transformers rated a minimum of 600 MVA and 345,000 volts. All work shall be in strict compliance with the performance work statement.
