- The contractor shall collect, compile, analyze and prepare a report reflecting current economic status attributable to the current United States Army troop strength to include U.S. Army Uniformed Military Members (Soldiers) and their Families, DA civilians and family members, U.S. Army Military and DA civilian retirees and contracted employees and their families performing work funded by the U.S. Army in Hawaii to come to conclusions on the economic impact on the State of Hawaii. The Contractor shall design and develop the analytical framework, data collection plan, perform the empirical phase of study and develop a comprehensive final report with summaries using commercial standards and regional multiplies. The final analysis shall explain the economic impact of United States Army spending in the State of Hawaii. The contractor shall provide information technology engineering, engineering surveys, implementation support, and technical documentation. Services and support shall be for outside plant cabling, support structures, internal wiring distribution, and local and wide area network and systems and shall be in accordance with DoD and Army regulations and standards. The contractor shall provide personnel, management, and any other items and services not government furnished to perform specific engineering and installation support to commands within the Pacific Region. Contractor shall develop a cost proposal, work plan, work schedule and engineering design. The cost and plan shall identify potential issues that could impede successful implementation. Contractor shall assess those risks and develop strategies to mitigate or avoid them. The work plan shall have implementation schedule, risk assessment, mitigation approaches and projected costs. The contractor shall submit a priced labor rate upon contract award. The contractor shall coordinate use of existing pathways (aerial and underground) with servicing contractor (e.g. AT&T JHITS) or follow on service provider or Network Enterprise Center (NEC) cable maintenance shop using established procedures. The contractor shall provide butterfly drawing for underground conduits and request a pole position on aerial installation. The contractor shall also perform pole line loading analysis and pole condition to ensure the integrity and safety of the cable placement. The contractor shall furnish all property and services not specifically identified as government furnished, but which is necessary to perform the requirements of this contract. The contractor shall prepare engineering, installation specifics, final installation drawings and as-built drawings in Micro Station SE format or AutoCAD as specified in each delivery order. All drawings will be consistent with A/E/C CADD Standard Manual developed by the CADD/GIS Technology Center (CGTC) for Facilities, Infrastructure, and Environment to eliminate redundant Computerized Aided Design and Drafting (CADD) standardization efforts within the Department of Defense (DOD) and the Federal Government. All work will be performed at Pacific areas of responsibility to include Hawaii, Alaska, and Japan (including Okinawa), Guam and Kwajalein. Therefore, travel may be required to perform function at Army sites. The requirement to perform these tasks is not all-inclusive, but will be specified in individual BPA Calls. In order to provide accurate proposals contractor will need to be present at site surveys. Contractors shall specify locations where they are not able to provide service. Contractors shall specify if they have local technical support to cover site surveys at all locations. **Seeking multiple awards.** **Request vendors complete the attached questionnaire to provide more specific info regarding their ability to meet the needs of this requirement**
