- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following commercial service: Sandblasting and painting of various underwater array tower assembly components, cable anchors, and buoys. This requirement will be issued as a firm-fixed price, IDIQ contract, including a base and four option years. Anticipated requirements for quantities to be refurbished will vary by specific component (e.g. over five years, array towers range from qty 5 - 16; cable anchors range from qty 1 - 5, and; buoys of all dimensions range from qty 5 - 25). Components will generally be processed as complete assemblies, but shall be bid at the component level. Transportation of components for refurbishment to and from the KB docks at NBK Bangor, Silverdale, WA, 98315, will be provided by the vendor. Solicitation N00253-15-T-0349 will be issued as a Request for Quote (RFQ) and available to download on or about 19 June 2015. The solicitation closing date is anticipated to be 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. The applicable NAICS code for this requirement is 332812, with a size standard of 500 employees. The proposed contract is 100% set aside for small business concerns. Offerors will be evaluated on the basis of lowest price, technically and past performance acceptable to the Government. For reference and bidding purposes only, this requirement will include drawings restricted by the Arms Export Control Act that are ONLY available to the vendor's/contractor's appointed Data Custodian who is registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendor's/Contractor's Data Custodians that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at (888) 352-9333. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. The solicitation will be posted electronically via the FedBizOps website at https://www.fbo.gov. Restricted drawings and technical information will only be available by accessing FedBizOps. Registration instructions and Vendor Guide book can be found on the FedBizOps homepage https://www.fbo.gov. Offerors are responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments to the RFQ. No bidders list will be maintained by this office. Failure to respond to the RFQ and associated amendments prior to the date and time set for receipt of offers may render the offeror non-responsive and result in rejection of the same.
