- This is a combined synopsis/solicitation announcement. This Announcement meets the requirement in FAR 36.601. This A-E Services contract is being procured in accordance with the Brooks Act (Public Law 92- 582) and implemented in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The three firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. This announcement constitutes the only solicitation; SF 330?s are requested and a written solicitation will not be issued. Solicitation number DE-SOL-0008485 is issued as a Request for Proposal (RFP). Solicitation is a full and open competition. T he resulting contract will be awarded with an eighteen month base period and an twelve month option period. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. The NAICS code 541620 Remediation Consulting Services, small business size standard is $15.0. Environmental A&E Service for landfill remediation and groundwater abatement of the former Naval Petroleum Reserve 3 (NPR3) for the United States Department of Energy, Fossil Energy, Rocky Mountain Oilfield Testing Center (RMOTC), Casper, WY. The solicitation anticipates an award consisting of three phases: Phase 1, prepare a feasibility report / study identifying and evaluating possible closure and cleanup alternatives for the Department of Energy?s (DOE) Industrial Solid Waste Disposal Facility (ISWDF). Phase 2, prepare project scope(s) of work to support DOE?s chosen alternative (corrective actions/long-term monitoring). Phase 3, assist in oversight of construction / remediation / reclamation work defined by the winning construction contractor proposal and applicable Federal, State and local regulations. Scope of Work is attached. The following criteria will be evaluated and selection will be based on significant specific evaluation factors in the following relative order of importance: Criteria A, B, C & D are the primary evaluation factors. Secondary criteria, E & F, will be used as "tie-breakers" among technically equal firms: A. PROFESSIONAL QUALIFICATIONS: The firm selected and its consultants must have experience in the following disciplines Environmental Engineering, Environmental Science, Geologist/Hydrologist and have the appropriate registration in the state of Wyoming. The firm shall be required to submit a Quality Assurance/Quality Control Plan as part of their submission. The firm shall identify the quantity and number of personnel in each discipline available for this project. B. SPECIALIZED EXPERIENCE AND TECHNICAL CAPABILITY: Previous experience with design of projects in support of landfill remediation or reclamation and ground water abatement in the State of Wyoming is preferred C. CAPACITY TO ACCOMPLISH WORK: Firms must demonstrate their ability to complete work within the required time-frame. Provide examples of both in Block H of the SF 330. D. PAST PERFORMANCE: Past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules will be evaluated. Contractor will provide all Architect-Engineer Contract Administration Support System (ACASS) evaluations that pertain to the type of work being requested, within the last 5 years. Excellent performance evaluations on projects that have recently been completed will be considered or letters of recommendation for those firms that have not held previous government contracts and or firms that are now subjected to the new Contractor Performance Assessment Reporting System (CPARS) evaluation criteria will be accepted. E. LOCATION: Knowledge of local site (Wyoming) conditions, the locality of the project and applicable regulatory requirements must be demonstrated. Ability of firm to ensure timely response to request for on-site support is required. F. VOLUME OF WORK: Contractors shall supply past work history on any work performed with other Department of Energy Programs, agencies, to include any partnerships required to complete the project. SUBMISSION REQUIREMENTS: Firms that desire consideration and meet the requirements described in the announcement are invited to submit: SF-330 package electronically via FedConnect. A completed SF 330 (revised 6/04) for the prime firm and for each consultant shall be sent no later than the close of business 6:00 PM EST on June 4, 2015. Copies of all SF 330's for all firms, which are not short listed, will be held for 30 calendar days after the notifications are sent out. All firms interested in responding to this announcement must be registered with the System for Award Management (SAM) at https://www.sam.gov. Failure to register will render a qualified firm ineligible to receive a contract award. The Contracting Officer reserves the right to terminate negotiations, with firms that do not respond to Government requests for proposals, information, documentation, etc. No other notifications for this project will be made.
