Description
THIS IS A SOURCES SOUGHT NOTICE FOR A FIRM FIXED PRICE CONSTRUCTION CONTRACT TO CONSTRUCT A NINE (9)-VEHICLE GRAVEL PARKING LOT, CONSTRUCT ONE(1) EACH, PAVED ADA PARKING SPACE AND ACCESS PATH FROM THE PARKING AREA TO THE EXISTING FISHING PIER AT FALLS LAKE DAM & CAMPGROUND LOCATED IN WAKE FOREST, NORTH CAROLINA. The North American Industrial Classification System (NAICS) code: 237310, Highway, Street, and Bridge Construction Small business size standard: $36,500,000.00 The Magnitude of Construction of this project is between $25,000 and $100,000. This notice is issued to determine interest and capability of potential sources for a potential procurement, and is for preliminary planning/market research purposes only. The results of this market research will be used in determining the method of procurement and consideration of the type of small business set-aside solicitation. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The U.S. Army Corps of Engineers-Wilmington District is seeking a response from interested firms that qualify as a U.S. Small Business Administration (SBA) Certified 8(a), SBA Certified HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), or Economically Disadvantaged Woman Owned Small Business (EDWOSB) with self-performance experience in the types of work likely to be ordered on any potential procurement. For more information on the definition or requirements for these, refer to http://www.sba.gov/. All firms are reminded that they must be registered in the System for Award Management (SAM) database to be eligible to receive any potential contract award. Potential contractors must also have a current Online Representations and Certification Application on file with SAM. (See website https://www.sam.gov/portal/public/SAM). DESCRIPTION OF WORK: The Contractor will improve the approximately 0.25 mile existing gravel path which will include clearing, grubbing, drainage, regrading and installing additional ABC material as needed to allow public access. The contractor shall construct a nine (9) vehicle gravel parking lot with one (1) concrete ADA van accessible parking space, and construct a concrete ADA accessible sidewalk path (approximately 217 linear feet) in length that will provide universal accessibility from the parking area to an existing fishing pier. All site preparation, demolition, and waste disposal will be the responsibility of the Contractor. The Contractor will be required to submit accurate and complete documents within the required timeframes. The contractor will be responsible for providing all labor, materials, equipment and personnel to satisfactorily complete the work according to the specification in the Falls Lake Dam PFA plans. Subject line of the email shall appear as follows: Falls Lake Fishing Pier Access Sources Sought Required Responses: Your review and responses to this document will be very helpful in determining the marketplace for construction services of the type described above. Please review the Description of Work carefully before responding. If a question is not applicable, please indicate quote mark N/A quote mark with your response. 1. Has your firm, as a prime contractor, whether individually or through a formal joint venture, teaming agreement, or under subcontract to a Federal prime contractor, provided similar construction as described in the brief description of project above? If yes, please provide the following information on your three most recent projects: (a) Contracting agency address (b) Contract Number, date and amount of award, date of completion. (c) Was your company the prime or a subcontractor? (d) Description of items/services provided under the contract. (e) State whether or not there were any performance issues under the contract which resulted in the issuance of a Cure Notice or Show Cause Notice by the contracting officer. 2. If your firm has never contracted with the Federal Government as a prime contractor, or as a subcontractor to a prime Federal, have you provided similar construction to commercial sources? If so, please provide the specifics in terms of the largest customers of these services. Please include any information relevant to any potential difficulties you note with complying fully with the Description of Work. 3. Has your firm ever been terminated for cause or default from a contractual arrangement, whether Federal or private sector, as a result of failure to perform, poor quality and workmanship provided, etc.? If so, please provide the specifics. 4. Has your firm, or any firm that you would potentially joint venture or team with ever bid on a Federal acquisition and been determined non-responsible by the contracting officer and/or the U.S. Small Business Administration (SBA) failed to issue a Certificate of Competency to your firm or teaming partners when the matter was referred to SBA for review and consideration? 5. Although this is a sources sought synopsis, are you interested in submitting a quote for this requirement should a solicitation be issued? 6. CAPABILITY STATEMENT. Copy of your most recent Capability Statement (including DUNS number, CAGE code, NAICS codes and Small Business certifications) detailing work performed in the last five (5) years to include projects that demonstrate recent Prime Contractor or indicate work performed as a subcontractor or teaming partner for projects you deem best represent your firm's self-performance capabilities. (Include relevant work performed if available; i.e. experience with concrete paving) a. PERCENT OF WORK the firm can commit to accomplishing services with own resources. b. STATUS [e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.] This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used to facilitate the decision making process and will not be disclosed outside of the organization. This does not constitute a request for proposal, request for quote or an invitation for bid. Responses in any form are not offers. The Government is under no obligation to issue a solicitation as a result of this announcement. No reimbursement will be made for costs associated with providing information in response to this Sources Sought announcement. No telephone calls will be accepted requesting a bid package or solicitation. Note: Prospective contractors MUST be registered in the System for Award Management (SAM) database as registration is required for the contract awardee. Registration requires applicants to have a Commercial and Government Entry Code (CAGE) and Data Universal Numbering System (DUNS) number from Dun and Bradstreet. Registration usually takes up to five (5) days to process but could take up to 30 days. Recommend registering immediately in order to prevent any delays.
