- The Mission and Installation Contracting Command (MICC) - Fort Knox intends to solicit and negotiate with only one source, Council for Aid to Education, 215 Lexington Ave, Floor 16, New York, NY 10016, (212) 661-5800 under the authority of FAR 6.302. The requirement is for an estimated quantity of 7,300 College Learning Assessment Test (CLA) for cadets attending Cadet Summer Training (CST) during the period of 1 June - 31 August 2015. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
