Description
Identifying market experience with Dreamweaver CC 2014 NOTE: This Notice Expires at 16:30 PM CST, Friday June 19th, 2015. The Utah Reclamation Mitigation and Conservation Commission (Commission) is issuing this request notice to ascertain if expert Dreamweaver CC 2014 site developers are available to redesign and rebuild the Commissions website. The Commission began publishing a website, www.mitigationcommission.gov, about 10 years ago with the simple purpose of providing information about the Commission and its projects to the Commissions government and non-profit partners and interested public. The site is also intended to facilitate the public notification and involvement processes relating to Commission specific projects. As such, the sites audience consists primarily of environmental, wildlife and educational organizations, as well as other public officials, but also includes the general public that are interested in and/or affected by the Commissions various projects. Federal website requirements and dramatic changes in the way people access information necessitate a rebuild of the Commissions website. The site rebuild must involve incorporating a responsive design, such that the Commissions audience can access information via laptop, tablet and mobile device. The site must be simple, informative in nature, visibly pleasing, easy to navigate and available for viewing from any device, therefore, light on resource requirements. The site must be re-designed (and will be published and maintained by Commission staff) using Dreamweaver CC 2014. This is a requirement as it is the agency standard; it is required for agency software support and site publishing to the federal webserver. Furthermore, proprietary software, open-source technology and third-party and non-critical coding must not be used in the site design. Submission Requirements: The response should not exceed 10 pages. At a minimum, responses to this notice should include: (1) Past experience using Dreamweaver CC 2014 and CS6; include samples of websites developed using Dreamweaver CC 2014 and/or CS6; (2) Expertise, experience and recommendations for integrating Google maps (or another map building software) into responsive website pages and galleries; (3) Knowledge and experience developing photo galleries in responsive websites and incorporating photos into a responsive web design; (4) Demonstrated experience designing simple, yet visually appealing websites; include any experience designing non-profit or small city government-type sites (simple design, non-promotional, yet rich in information); (5) Knowledge of and experience meeting federal website accessibility requirements (Section 508, et al); (6) Experience with and ideas for creating web pages that are easily editable by non-web designers, (such as ways for differentiating editable content from code), so Commission staff can easily maintain the site after the rebuild process is complete; (7) Demonstrated ability to develop a website using Dreamweaver CC 2014 without using proprietary software, open-source technology and third party and non-critical coding; (8) A primary point of contact, including phone number and e-mail address; (9) Business size and classification (e.g. large, small, small-disadvantaged, SBA certified 8(a), HUBZone, service-disabled veteran-owned under NAICS code 518210 or plans to add this NAICS. The responses to this Sources Sought will be used to determine the availability of small businesses in consideration of a set-aside. Only e-mail submittals will be accepted.
