Description
The U.S. Fish and Wildlife Service has a requirement for fire break and fence construction at Kealia Pond National Wildlife Refuge (NWR) located approximately 5 road miles in a westerly direction from Kahului, Hawaii (Maui County). Project is a small business set-aside. Applicable NAICS code is 238910. Small business size is defined as $15 million or less annually when averaged over a three year period. Performance period is 365 days. Project is magnitude is between $25,000 and $100,000 annually. Firms interested in attending a site visit will meet on Tuesday, June 9, 2015 at 10AM local time. Any questions on this project shall be received by close of business on Thursday, June 11, 2015 and submitted to Karl_Lautzenheiser@fws.gov. Summary of Work: The contractor will provide labor and equipment for the construction of a fuel break on the refuge ¿s east boundary. The fuel break to be cleared, begins at a point left off from last year ¿s efforts and on occasion there may be a need to fence the firebreak, so work could also include construction of an ungulate proof fence. See project statement of work and map with this solicitation for additional project work details. Evaluation Factors for Award Source selection process will be best value and based upon the follow evaluation criteria; 1) Technical capability of the item offered to meet the Government requirement (not-to-exceed three pages); 2) Past performance (not-to-exceed three pages); and 3) Price (no page limit). Technical and past performance, when combined, are significantly more important than price. Solicitation Number F15PS00519 and attachments will be posted to FedBizOpps on or about May 21, 2015 with quotes due by 3 PM PDT on June 23, 2015. No further notice will be posted on Fedbizopps.
