Description
Scope of Work SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes only. The Government is seeking responses from small businesses capable of performing the required services. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. The Marine Corps Recruiting Command (MCRC) located at Marine Corps Base Quantico, Virginia has a requirement for research and studies services to assist in identifying predictors for success at the United States Marine Corps (USMC) Officer Candidate School (OCS) and individual personality match with Primary Military Occupation Specialty (MOS) assignment at The Basic School (TBS). The anticipated NAICS is 541720 for Research and Development in the Social Sciences and Humanities with a Small Business Size Standard of $20.5M. The results of the Sources Sought will be utilized to determine the interest of the small business community in supporting this requirement. MCRC is interested in gaining further information from small businesses on whether or not they will be capable of appropriately pricing this requirement based on the information given in the attached document. Interested respondents should submit a capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to perform the services. A generic capability statement is not acceptable. Included in the capabilities statement package, the questions listed below shall be addressed in order for MCRC to gain further information on how to proceed with this requirement. Please review the requirements listed below. At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number/CAGE Code, and a statement regarding current small business status. 3. Prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last three (3) years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer Point of Contact with phone number, and provide description of the experience and how the referenced experience relates to the requirements as described in the draft document attached. 4. Description regarding capability to meet requirements discussed in the draft document. 5. Responses to the following questions: a. What type of contract would best serve this type of requirement (i.e. Firm Fixed Price Level of Effort, Cost Plus Fixed Fee, etc.)? b. What is a realistic timeline to accomplish this project? c. It is expected to have an online testing platform deliverable, however, should there be any other deliverables expected for this requirement? d. How many visits would be necessary in order to conduct the research? e. What would be the best way to administer the test? f. How would feedback (results) be produced on an individual? What format would be appropriate? g. What sources of information are required to develop testing benchmarks? h. Approximately how much would the project cost? (Please provide estimated costs that may be associated with this requirement with as many details as possible with the information provided) Responses/Questions shall be submitted by email to Jessica Quinones at jessica.quinones@marines.usmc.mil NO LATER THAN 10:00 am EST on Thursday, 28 May 2015.
