- Credit Access Marketing and Outreach for Consumers and Homebuyers Seeking Housing Counseling Sources Sought Request NOTICE INFORMATION Agency/Office: OCPO, Office of Policy and Systems Location: FHA/Office of Housing Counseling/Housing Support Division Title: Credit Access Marketing and Outreach for Consumers and Homebuyers Seeking Housing Counseling THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only to determine the capability of potential sources. The Department of Housing and Urban Development (HUD) is contemplating establishing a contract under NAICS Code 541820 "Public Relations Agencies", and the Small Business Standard is $15M, PSC Code R701, Advertising Management Services, for clients in need of housing counseling prior to making housing decisions, and is issuing this Request For Information (RFI) in order to solicit responses from capable sources and capability statements to ensure sufficient capacity exists to meet the government's requirements. Please review the Performance Work Statement attached to this Notice and provide your feedback to Geneva Maphis, Contract Specialist, at Geneva.D.Maphis@hud.gov Requirements HUD recognizes the benefits of housing counseling in assisting consumers make decisions on renting versus homebuying, and in helping homeowners through the life cycle of homeownership. While not all FHA programs currently require borrowers to take housing counseling as a condition of the loan, a few FHA programs mandate it prior to loan origination and strongly encourage housing counseling for FHA borrowers at risk of default. FHA will work with the Office of Housing Counseling in collaboration with the Office of Single Family Housing to design, employ and measure an outreach campaign that helps consumers understand the housing choices available to them, and potential and existing borrowers understand how counseling improves their loan outcomes and achieve a sustainable level of homeownership and avoid defaulting on their loans. Background HUD aims to: (1) increase consumer and borrower awareness, education, and confidence using specific and targeted outreach activities and communication materials and products, and (2) support a nexus among HUD partners so that consumers and borrowers can readily access available resources and information. Each outreach campaign will increase awareness of available benefits, specific HUD events that encourage homeownership, or important services available to consumers and homebuyers that support their housing decisions. Housing Counseling Program Authorities 1. Section 106 of the Housing and Urban Development Act of 1968 (12 U.S.C.1701x); 2. Section 255 of the National Housing (12 U.S.C. 1715z-20); 3. The Housing Counseling Program; Final Rule, 24 CFR Part 214, the regulations which prescribe the procedures and requirements by which the Housing Counseling Program is administered; and 42 U.S.C. Section 3533 for Housing Counseling as Amended by the Dodd-Frank Act of 2010. 4. Handbook 7610.1, Revision 5 Section 4 5. Handbook 7600.1 HECM Protocol 6. HUD Single Family Handbook 4000.1 7. Applicable Mortgagee Letters and Housing Notices. General Description of the Work Requested At this time, HUD is seeking to understand the market of qualified vendors that can provide access to an integrated marketing and outreach provider that understands the housing finance and consumer protections space. Furthermore, HUD requires that the interested vendor be able to provide subject matter expertise on determining media channels and strategy to reach consumers in need of housing services, potential homebuyers, and borrowers at risk of default to help them understand the benefits of receiving HUD approved housing counseling before a loan closes, or during periods of loan delinquency. The vendor should be able to provide HUD a clear roadmap and cost-effective plan to reach clients, increase counseled borrowers and reliably measure the results of the various campaigns employed during the potential period of performance. The vendor would also propose a strategy for creating a nexus among HUD partners in support of the outreach campaign. The potential work may include all or some of the following tasks: • Loan and Housing Counseling Market and Data Analysis • Client Outreach • Product Development/Prototyping • Graphics Design • Media Plan Development • Web Design and Customer Usability Planning • Client Community Partnerships and Relationship Management • Designing Campaign Metrics of Success • Media Buying Delivery Constraints Constraints may include but are not limited to: • There are no known constraints to delivering this service. Contemplated Contract Performance Metrics Surveillance Method - Lists the assessment/monitoring method the Government shall use to evaluate the Contractor's performance in meeting the contract requirements and indicates who performs the surveillance. Definitions of methods of surveillance are below: -100% Inspection. One hundred percent inspection shall be used for those products and services, which are considered critical tasks. All tasks that utilize this method of surveillance shall be reviewed by HUD and certified for its completeness, accuracy, and conformance to HUD's standard. -Validated User Complaints. User complaints shall be received through various means of communications, telephone calls, email, forum entries, etc. User complaints shall be recorded and maintained by HUD. -Periodic Inspection. Predetermined plans for inspecting part of the work are established using the scope of work. -Random Sampling. Services/products are sampled to determine if the level of performance is acceptable. -Third Party Audit. A third party shall inspect and certify products/services for completeness, accuracy and conformance with acceptable performance level. Incentive/Disincentive - The outcome for performance above or below the AQL of service. Contemplated performance metrics include 5% per week deduction of invoice request on late delivery of work product for each calendar day late and full payment for 100% completion including satisfactory HUD GTR comments. Contemplated Magnitude of the Project The Government estimates that this work requirement will potentially last one base year and three option years subject to funding and convenience of the Government, as an Indefinite Delivery Indefinite Quantity (IDIQ) with task orders. It will be awarded as a fixed firm price contract, if the decision to issue a request for services is made. Contemplated Place of Performance The work will be performed at the Contractor's facility. Response Requested All qualified small businesses are encouraged to respond, though the potential request for services would potentially be awarded based on responses, as a direct award to an 8(a) or other eligible set-aside firm. This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and whether the government will proceed with this acquisition. The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for small business. The capability statement shall address, at a minimum, the following for the past three years: 1. Name and address of company and or companies (if there is a teaming arrangement or joint venture); 2. Demonstrated technical expertise relevant to the requirement; 3. Technical approach relevant to the requirement (1 to 2 paragraphs); 4. Management approach relevant to the requirement (1 to 2 paragraph); 5. Demonstrated corporate experience relevant to the requirement (1 to 2 paragraph); 6. Indicate if you are a small business or any other socio-economic categories that apply to your firm under the designated NAICS code; address any applicable Schedules; address any other NAICS codes regarding similar work; 7. Relevant past performance. Your capability statement needs to include a list of three customers (Government/non-Government) within the past three (3) years highlighting similar work in nature, scope, complexity, and difficulty and a brief description of the scope of work. Your submission for relevant past performance must include for each customer: • Contract name; • Contracting Agency or Department, POC and contact information; • Yearly contract value (in $); • Whether your firm was the prime or a subcontractor; • Period of performance; • Description of work and how it relates to the requirements. 8. Address what major Reports/Deliverables were provided and explain each relative to the applicable requirement. 9. Address how the contract assisted the organization in accomplishing its objectives/mission. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient detail, but not to exceed 10 pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed.
