Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Long Pulse Width Nd: YAG Laser. The provisions and clauses in the RFQ are those in effect through FAC 05-81 dated 4-30-15. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334510 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 120 days ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by COB on June 8, 2015 to Debbie Giavasis, Contracting Officer, Email: Deborah.L.Giavasis@nasa.gov or through interoffice mail to: NASA Glenn Research Center, 21000 Brookpark Road, Mail Stop 60-1, Cleveland, Ohio 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. As prescribed in 4.1105(a)(1), use the following provision: SYSTEM FOR AWARD MANAGEMENT (JUL 2013) (a) Definitions. As used in this provision- Data Universal Numbering System (DUNS) number means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities. Data Universal Numbering System +4 (DUNS+4) number means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at subpart 32.11) for the same concern. Registered in the System for Award Management (SAM) database means that- (1) The offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into the SAM database; (2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database; (3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and (4) The Government has marked the record Active. (b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. (2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation DUNS or DUNS +4 followed by the DUNS or DUNS +4 number that identifies the offerors name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database. (c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. (1) An offeror may obtain a DUNS number- (i) Via the Internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or (ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office. (2) The offeror should be prepared to provide the following information: (i) Company legal business. (ii) Tradestyle, doing business, or other name by which your entity is commonly recognized. (iii) Company Physical Street Address, City, State, and ZIP Code. (iv) Company Mailing Address, City, State and ZIP Code (if separate from physical). (v) Company Telephone Number. (vi) Date the company was started. (vii) Number of employees at your location. (viii) Chief executive officer/key manager. (ix) Line of business (industry). (x) Company Headquarters name and address (reporting relationship within your entity). (d) If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. (e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. (f) Offerors may obtain information on registration at https://www.acquisition.gov. (End of clause) The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm l The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm CONTRACT REQUIREMENTS OR TERMS AND CONDITIONS: 1) Offeror shall provide documentation on the product (spec sheets and descriptive literature) explaining the fundamental technology used in the laser system in order to achieve the stated performance. 2) Offeror shall provide actual measurements of the laser pulse energy and temporal pulse profile of any proposed systems, which demonstrate that their offering meets the stated specifications of laser pulse energy, duration and uniformity. 3) Offeror shall provide proof that they can do this kind of work by showing examples of their commercial products meeting the Government's requirements. 4) Offeror shall provide examples of previous installations that they have performed of similar laser systems as those being quoted here. All technical questions must be in writing (e-mail) to Mark Wernet: Mark.P.Wernet@nasa.govno later than June 4, 2015. All contractual questions must be in writing (e-mail) to: Deborah.l.Giavasis@nasa.gov no later than June 4, 2015. TELEPHONE QUESTIONS WILL NOT BE ACCEPTED. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Specifications: Long Pulse Width Nd:YAG Laser Specifications: ITEM 1 10 Hz- VARIABLE PULSE WIDTH LASER AND POWER PACK as a minimum shall: 1.Possess the capability to produce lasers pulses of at least the following fixed pulsewidths: 50nsec, 100nsec, 200nsec, 500nsec, and 1000nsec. 2.Use distributed intelligence with microprocessors in both laser head and power pack for more precise control of the laser. 3.Possess real-time monitoring diagnostics (examples of parameters monitored are YAG head temperatures, Q-Switch delay, and lamp voltages) 4.Use active thermal stabilization of the laser bench for precise beam pointing stability. 5.Allow the user to enter/change lasing parameters by use of graphical user interface (GUI) and a dedicated controller. 6.Store laser operations settings for immediate recall. 7.Be remotely triggerable using TTL pulses from external timing circuitry or delay device. 8.Be capable of remote Q-switch timing adjustments. 9.Possess a harmonic crystal wavelength separation package to provide doubling of the 1064nm fundamental laser output to 532nm. 10.Possess a tophat temporal beam profile with no spikes at the beginning or end of the pulse. 11.Have remotely programmable pulse widths of 100ns to 200ns with no requirement to open the laser head. Pulse widths of 50nsec, 500nsec and 1000nsec require opening the laser head to make harmonic crystal changes. 12.Incorporate kinematic mounts for all harmonic crystals and heads for quick interchange and/or servicing. 13.Use remotely controlled, motorized crystal motor drive and mount system to position the harmonic crystals via GUI input commands to achieve the specified pulsewidths and harmonic phase matching. 14.Have the following minimum output energies at the designated wavelength and pulse widths: 1100mJ / 525mJ at 1064nm/532nm at 50nsec pulse width 1200mJ / 550mJ at 1064nm.532nm at 100nsec pulse width 1275mJ / 590mJ at 1064nm/532nm at 200nsec pulse width 1360mJ /600mJ at 1064nm/532nm at 500nsec pulse width 1450mJ / 575mJ at 1064nm/532nm at 1000nsec pulse width 15.Operate at a 10 Hz repetition rate. 16.Have an output beam diameter of 9mm or less. 17.Possess pointing stability of 50microrads. 18.Possess a spatial beam profile of M2 < 1.7. 19.Have long term output power stability of < 5% RMS over 8 hours. 20.Possess a linewidth (in cm-1) <2 times the transform limit. 21.Possess a beam divergence no greater than 0.5mrad. 22.Possess shot-to shot stability of no more than 2.5% RMS at 1064nm. 23.Possess jitter < 2nsec measured at max leading edge with respect to external modulator trigger. 24.Use close coupled diffused reflector technology for long term reliability and high efficiency. 25.Use self-sealing quick disconnects for water supply connections. 26.Possess an umbilical between the laser head and power pack no less than 12.5 feet long. 27.Not exceed the following dimensions: Power pack: 24L x 28W x 60H Laser Head: 24L X 72W X 13H 28.Have a minimal operational range of temperature of 65F to 87F. 29.Use 220 VAC, single phase, 30A electrical service. 30.Use no more than 1-3 GPM of water at 10-40psi pressure drop. 31.Include two sets of manuals. 32.Include installation and on-site operator training 33.Be completely compatible with items #2 - #3. ITEM 2 (x8) OSCILLATOR FLASH LAMPS as a minimum shall: 1. Be completely compatible with Item #1. 2. Replacement spare parts. ITEM 3 (x6) AMPLIFIER FLASH LAMPS as a minimum shall: 1. Be completely compatible with Item #1. 2. Replacement spare parts. ITEM 4 SERVICE CONTRACT (x2) as a minimum shall: 1.Be completely compatible with Item #1. 2.Be comprised of two, one year intervals to take effect immediately following the end of the one year, company provided warranty. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements such as delivery, installation and maintenance shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer.
