Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Dermatology Branch (DB), plans to procure one refrigerated floor centrifuge with three (3) rotors. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC52547-57 includes all applicable provisions and clauses in effect through FAR FAC 2005-82 (May 2015) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. I. Description of Contractor Requirements The NCI, CCR, Dermatology Branch would like to replace an old Sorvall RC5B centrifuge that is no longer supported. The former instrument is a workhorse instrument that is used by all labs in the Branch and other labs on the 10/12C corridor as well. It is more than 20 years old and parts are no longer available. The Branch would like to replace the instrument with a unit that, when equipped with appropriate rotors, can perform day-to-day routine operations at fast speed with the flexibility to perform occasional, specialized super-speed centrifugation for new or future pilot experiments. The following Salient Characteristics must be provided: • The Dermatology Core Facility requires the same dimensions as the older centrifuge's footprint (28"W x 34"D) with a low 34.5 inch measured working height clearance and a hands-free foot-pedal that opens the hatch-door during rotor installation. • Instrument shall include a computer driven brushless motor with a large interactive LCD touchscreen, preferably 15 inches for ease of viewing, which can be operated and monitored remotely using a portable work pad or smartphone device. • The instrument shall include three (3) rotors that could satisfy the labs' traditional working needs for fast speed operations: 1. One (1) large volume capacity fixed angle rotor (typically 6 x 250 ml tube capacity, up to 16,000 rpm); 2. One (1) mid volume capacity fixed angle rotor (typically up to 30,000 rpm using 8 x 50 ml tube capacity, with optional 15 ml adaptor sleeves). These two replacement rotors are required in the lab's normal day to day operations, such as clarifying bacterial or mammalian cell cultures for DNA cloning or protein processing, and/or pelleting RNA and DNA samples) previously achieved by the old RC5B refrigerated floor centrifuge. The new instrument shall be able to reduce spin times from one-quarter to one-half compared to the old instrument due to a higher k-efficiency in the rotors' design, and also due in part to a built-in pump that can remove air from the chamber that can reduce speed-killing friction. The rotors must be made of a solid, durable material that is able to withstand strong inertial forces and also have superior temperature conductance, so that precious samples can remain cool during an ambient temperature start up, without the requirement of a long pre-cool phase. Rotors must be easy to pick up and installed on the drive shaft without any physical problems. The rotors shall also be equipped with biological safety lids that have two hand adjustable knobs. One knob should secure the rotor to the drive shaft, and a second knob that secures the lid to the rotor itself. 3. The Dermatology Core Facility is currently conducting a new pilot experiment that involves a sucrose gradient centrifugation to isolate lipid rafts from cell membranes of intestinal epithelial colon cancer cells. The hypothesis is that the studied protein of interest may reside in the lipid raft compartment due to its molecular structure and function based on previous published findings. In order to clearly resolve the physical lipid layer, the gradient centrifugation protocol requires the use of one (1) swinging bucket rotor with 6 x 15 ml tubes that can achieve an r-Max of 90 degrees from the axis of rotation at maximal speed and with a relative centrifugal force of at least 105,000 x g while maintaining an average temperature of 4 degrees Celsius for the entire 15 hour spin. Any dramatic elevation in temperature above 4 degrees Celsius would inevitably degrade the important lipid-protein layer and render the experiment a failure. At the end of the run, the experimenter shall be able to see a level, lipid interphase layer approximately midway up the gradient when looking at the tube at its vertical position. This is critical for ease in extracting 1 ml fractions starting from the top layer and for later ease in tracking the protein of interest without the chance of intermixing between the different layers thereby confounding analysis. • One year warranty at no additional cost. • All shipping/installation costs shall be included in the quotation. II. Delivery: Contractor(s) shall deliver the item within 90 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. III. Installation: Contractor shall install the equipment (new) and have ready to use within seven (7) days after delivery and acceptance. IV. Payment: Payment shall be made after delivery, installation, and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: June 1, 2015 at 11:00 am EST. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal.
