- Request for Information (RFI) RMD201501 - Sources Sought - "SECRET-CLEARED" FILE REMEDIATION CONTRACT SERVICES FSC: R699 - NAICS: 562910 Issue Date: 05/21/2015 - Closing: 06/11/2015 - 2:00PM EST This is a REQUEST FOR INFORMATION (RFI) NOTICE for Market Research ONLY to identify contractors who currently possess SECRET or higher facility and personnel clearances (or are in the process of obtaining these clearances and have obtained specific approvals as described below). In addition, interested parties must be capable of and experienced in remediating records which have been water or fire damaged or contain mold and other contaminants due to inclement weather, natural disasters, building system failures (e.g - sprinkler malfunctions, electrical issues), etc. Interested parties MUST possess fully-approved and current facility and personnel clearances at the SECRET level or higher to respond to this RFI. Vendors in the process of obtaining SECRET or higher facility and personnel clearances are also eligible to respond if they: • Have already obtained an approved Special Security Agreement (SSA) or equivalent, AND • Currently employ a minimum of two key personnel who possess ACTIVE SECRET clearances. Contractors should not assume personnel who once held security clearances in the military or in previous Federal or private sector employment still have active clearances. In most cases, these clearances will no longer be active. FBI will be the final judge of whether clearances are still valid. Personnel, facilities, and procedures must meet the requirements of the National Industrial Security Program Operating Manual (NISPOM), available at http://www.dss.mil. In a typical situation requiring records remediation, records would be stored in 1.2 cubic feet boxes and predominantly include textual material bound by a variety of metal fasteners, but may also include non-textual materials, such as photographs, CDs, cassette tapes, VHS tapes, reel-to-reel tapes, film, diskettes, x-ray film, etc. Vendors should assume files will be boxed as noted above, and these boxes will be palletized and stored in trailers. The contractor will need to provide a tractor and driver to transport the records to the contractor's cleared facility. Any and all work performed under these circumstance will occur in the contractor's SECRET cleared facility. The US Government will not be able to provide a cleared work area for efforts of this nature. For water-damaged records, vacuum freeze drying must be used to dry the records. During the drying process, liquid water should not be present, i.e. frozen ice must sublimate completely to water vapor. Less than complete sublimation, where a portion of liquid water is generated, even on a temporary basis, is unacceptable. A combination process of vacuum freeze drying to 15 - 30% moisture level followed by desiccant drying is also acceptable. Freeze drying and thermal vacuum drying are unacceptable. If mold is present, the records must be sterilized via irradiation. Sterilization by Ethylene Oxide Gas is not acceptable. The irradiation process and dosage must not degrade or damage the records. The records must be substantially cleaned of mold and other contaminants on a page by page basis using a HEPA vacuum. The restoration process, related handling, and transportation cannot damage or degrade the records. Upon return to the government, the government expects to return the records to normal use and expects records to be readable, with no diminished durability or degradation of any type. Only original remediated records shall be returned. Scanned or photocopied duplicates are not acceptable. All interested parties are requested to provide detailed information to include, but not limited to, proof of facility and personnel security clearances or proof of clearance "in- process" as noted above and supporting documentation regarding relevant experience.
