Description

United States Army Medical Research Institute of Chemical Defense (USAMRICD), APG, MD has a requirement to procure Rodent Operant Behavior test stations to be used to perform operant behavior assessments in rats, guinea pigs, and marmosets. USAMRICD intends to purchase the Rodent Operant Behavior test stations from Med Associates, Inc. It is imperative that the new system be compatible with the primary operant behavior assessment method utilized that schedule controlled operant behavior accomplished via 16 dedicated Rodent Operant Behavior test stations to include accompany Med Associates software MED-PC that allows for flexibility in the design of schedule controlled behavioral assessments, control of the hardware and recording of the resulting data in a text based programming environment. The existing system also offers modular and interchangeable stimulus, response, and reinforcer delivery components that are easily re-configured. Which allows the system to be quickly adapted to and utilized for a wide range of behavioral tests and test species - that is paramount for the type of operant behavior assessment testing. The Government intends to acquire a commercial item using FAR Part 12. Equal models are required to provide sufficient descriptive literature in accordance with FAR Clause 52.211-6, Brand Name or Equal, to allow for thorough evaluation of equal proposals. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9:00 a.m. local time EST on 05/26/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
