Description
The Mission and Installation Contracting Command (MICC), Installation Contracting Office (IOC) - Fort Stewart, Georgia anticipates issuing a Firm Fixed Price (FFP) Invitation for Bid (IFB) Individual Delivery Individual Quantity (IDIQ) Paving Contract. Solication Number W9124M-15-B-0006 will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil.asfi on or about June 26, 2015; could be sooner. A link is provided through FedBizOpps page at www.fbo.gov. Potential Bidders are responsible for monitoring this site for release of the solicitation package and any amendments. All Bidders must register with the Central Contractors Registry now known as the System for Award Management (sam.gov) per FAR 52.204-7 The solicitation is 100% set aside for qualifying HUBZone firms under NAICS code 237310 (Size Standard $36.5 Million). The magnitude of the procurement is estimated to be between $5,000,000 and $10,000,000. Contract performance time is one year, 365 calendar days from receipt of Notice to Proceed. Information concerning the HUBzone program can be found at http://www.sba.gov/content/hubzone. MICC- Fort Stewart is operating a paperless contracting file system. A minimun of one copy of each document submitted to the contracting office shall be in an electronic format. Acceptable formats are PDF, DOC(x), XLS(x), TXT, JPG and XPS. All submissions shall include one (1) CD with all required documents and one (1) paper copy of each bid. No paper copies of the solicitation will be mailed. Contracting Office Address: MICC- Fort Stewart 976 William H. Wilson Ave Ste 100 Fort Stewart, GA 31314-3322 1. STATEMENT OF WORK: 1. GENERAL. 1.1 The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with IDIQ Pavement Contract for Fort Stewart and Hunter AAF. The work includes, but is not necessarily restricted to, the following items 1.1.2 Proper, adequate and proficient supervision shall be provided by the contractor throughout all phases of work. 1.1.3 Unless otherwise approved, the Contractor shall be permitted to do the work between the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday, exclusively. Prior to the contractor performing any work during hours other than those specified, the contractor shall submit a request to the COR for approval by the Contracting Officer. Requests shall be submitted no less than 24 hours prior to the time the contractor desires to work. 1.2 Repair and Overlay Pavement to include pot ole repair, crack repair, widening existing roads, and installing slurry seal treatments. This work may contain requirements for milling of pavement. Additional requirements for constructing, raising or repairing manholes/inlets and valves. 1.3 Constructing or replacing headwalls, sidewalks, curbs and gutters. Additional requirements for Utility road crossing repairs to include demolition and construction. 1.4 Installing reflective paint and thermoplastic paint striping, arrows, handicap markings and letters as shown. Additional requirements for removal and installing street signs and pavement markings. All work shall follow the requirements of MUTCD. 1.5 Installation of concrete and corrugated metal pipe to include excavation, backfilling and compaction. 1.6 Construct new parking lots, roadway and related drainage structures. 1.7 Remove and install fencing. 1.8 Placement of new concrete to include slabs, sidewalks and related items. 1.9 Establish grass and erosion control on job sites. 1.10 Modify existing traffic light signal system and install new traffic light signal system at intersections. 1.11 All demolition includes hauling and disposal of material. Disposal will be off the government installation. 1.12 Contractor shall inform the COR in writing 10 days before work is to begin. 1.13 Contractor shall submit a safety plan and traffic plan to the COR for approval prior to beginning work.
