- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is in support of the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of United States Army Medical Research Institute of Infectious Diseases (USAMRIID) to procure procure eight (8) Rodent Operant Behavior test stations to be used to perform operant behavior assessments in rats, guinea pigs, and marmosets. Currently, the primary operant behavior assessment method utilized is schedule controlled operant behavior accomplished via 16 dedicated Med Associates, Inc. Rodent Operant Behavior test stations to include accompany Med Associates software MED-PC that allows for flexibility in the design of schedule controlled behavioral assessments, control of the hardware and recording of the resulting data in a text based programming environment. The existing system was chosen due to its modular and interchangeable stimulus, response, and reinforcer delivery components that are easily re-configured. Which allows the system to be quickly adapted to and utilized for a wide range of behavioral tests and test species - which is paramount for this type of operant behavior assessment in according with the specifications listed in the Request for Quote? Please see the attached documents for details: *Request for Quote / Instruction to Offerors *Statement of Need *Evaluation Criteria *Minimum Essential Characteristics The requirement is being posted in accordance with FAR Clause 52.211-6, Brand Name or Equal, to allow for thorough evaluation of equal proposals. Please submit proposal via E-mail to the Point of Contact (POC), Marvin Bethel, for this RFQ, at marvin.c.bethel.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. PROPOSAL DUE DATE: Quotes must be submitted no later than 27 May 2015 at 10:00 AM ET. Indicate if you a GSA schedule holder (your schedule #), any discounts, social economic factors and the quote must to be valid for 90 days. Also include your Tax ID and Cage number. Note: Oral communications are not acceptable in response to this Request for Quote.
