Description
Description: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources for the production of the 120mm, M1028 cartridge. The M1028 is a 120mm tank fired, anti-personnel canister cartridge, which will be used against advancing, dismounted infantry armed with hand held anti-tank and automatic weapons at close range (threshold: 200-500 meters/objective: 100-700 meters). This cartridge is to be fired from the M1A1/M1A2/SEP Abrams Main Battle Tanks with the M256 smoothbore cannon. Additionally, the M1028 Cartridge significantly increases the tank's lethality and enhances the tank crew's and vehicle's defensive capability. This additional capability gives the Abrams Tank the necessary ammunition to fully support friendly infantry assaults. Specifications: The M1028 Cartridge will be procured to a Performance Specification. A Technical Data Package (TDP) will be available for informational purposes only. The Performance Specification is Distribution Statement C and the TDP is Distribution Statement F (Further dissemination only as directed by OPM-MAS). Please note the TDP includes Drawings that are Distribution A, C, D, and F. Before approval is granted by PM-MAS for release of the entire TDP inclusive of the Distribution D drawings, the requestor must be a DoD contractor and registered in an active status in the Defense Logistics Information Service, U.S./Canada Joint Certification Program (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. Offerors are also required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire and a fully executed Non-Disclosure and Non-Use Agreement which are included as attachments to this Market Survey. Interested companies will be required to return/destroy the Performance Specification and TDP when requested by the Government. Offerors should note that the Performance Specification is subject to change. Planned Acquisition: The Government envisions awarding up to two Indefinite Delivery Indefinite Quantity contracts with Firm Fixed Prices in September 2016. The contracts will include five years of delivery orders and quantities may be split between awardees. Deliveries will be required within 18 months of contract award. Interested companies should respond by providing the Government the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of whether you are interested in this opportunity as a prime or a subcontractor; (6) A brief summary of the company's capabilities (to include organizations, description of facilities, equipment, manufacturing process, inspection capability, skills, personnel) and potential subcontractors' capabilities; (7) A brief summary of possible partnering/teaming arrangements; Please identify any proprietary information submitted. A respondent to this survey must have a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date a solicitation notice will be published. All information is to be submitted at no cost or obligation to the Government.
