Description
SOURCES SOUGHT Autopsy Assistant Services for the VA Ann Arbor Health Care System This is a Sources Sought Notice. This advertisement is not a solicitation for offers, nor is it a request for proposals. A Request for Proposals may be issued at a later date. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and if there are small business concerns capable of providing the requirements. The proposed North American Industry Classification is 621399, Offices of All Other Miscellaneous Health Practitioners ($7.5 Million). The requirement is for Autopsy Assistants to assist during each autopsy that is performed by Pathologists employed by the VA Ann Arbor Healthcare System (VAAAHS). The autopsies will be performed at the VAAAHS, 2215 Fuller Road, Ann Arbor, MI, 48105. The services would be scheduled and/or on-call, 24 hours a day and 365 days a year. VAAAHS performs approximately 15-20 autopsies per year. The request is for a base year and four (4) additional option years. Key Duties Include: 1) Travel time to and from the VAAAHS in order to perform the procedure is included from any initial location. 2) Site and equipment preparation. 3) Movement of the body from the cooler to table and return to cooler after procedure is completed. 4) Ensure that the body of the decedent is appropriately labeled with full name and full social security number before placement on table. 5) Assist Pathologist in obtaining body measurements. 6) As requested by the Pathologist, assistant will removal of nasogastric, feeding tubes, IV cannulas, Foley catheters and other invasive lines. 7) Assist with the opening of the body using a scalpel. 8) Use bone cutting tools to open thoracic cavity. 9) Assist Pathologist in removal of body organs. Remove organs such as brain, testicles, prostate, bladder and other organs as requested by Pathologist. 10) Assist Pathologist in the removal of small and large intestines and upon request open and clean the intestines. 11) Assist Pathologist in measure and weight of organs and volume of fluid removed from body. 12) Return organs to the body, sealing and preparing the body for release. Prepare deceased by cleaning body, ensure body remains appropriately labeled, and place body in appropriately labeled unsoiled body bag. 13) Perform general housekeeping upon case completion to include: waste disposal, disinfection of instruments, sinks, autopsy table, autopsy table grids, and floor of the autopsy work area. Disinfection must be accomplished using a VAAAHS approved disinfectant. 14) The Autopsy Assistant will inform the VAAAHS Histology Staff when necessary supplies require restocking. The minimum qualifications include: 1) Individuals shall have successfully completed two (2) academic years with a science background (no specific courses are required) at an accredited college or university 2) Individuals shall have an in-depth knowledge of anatomy. 3) Individuals shall be proficient in dissection techniques. 4) Individuals shall have performed on 25 or more autopsies. 5) Individuals shall be proficiency in written and spoken English (38 USC 7402). Miscellaneous Requirements: 1) In the event of cooler downtime at the VAAAHS, Contractor shall provide temporary cooler storage availability for the VAAAHS deceased. Release of decedent to funeral home shall be coordinated with VAAAHS Details Office and/or AOD Office. VAAAHS will provide a flag and documentation. 2) In the event an autopsy cannot be performed at VAAAHS, Contractor shall allow autopsy services to be performed at the Contractor's facility, to include use of disposables, autopsy room, equipment, autopsy assistant, temporary cooler storage services, and release of the decedent. VAAAHS will provide pathologist for post mortem examination, decedent's medical records and autopsy permit. Tissue requiring testing will be sent via courier to VAAAHS for testing and reporting. 3) In the event an autopsy is requested on a decedent suspicious for and/or diagnosed with Creutzfeldt-Jakob disease (CJD), Contractor shall allow autopsy services to be performed at the Contractor's facility, to include use of disposables, autopsy room, equipment, autopsy assistant, temporary cooler storage services, and release of the decedent. VAAAHS will provide pathologist for post mortem examination, decedent's medical records and autopsy permit. Tissue requiring testing will be treated at Contractor facility, per Creutzfeldt-Jakob disease (CJD) standard operating procedures, and then sent via courier to VAAAHS for testing and reporting. 4) In the event a decedent must be transferred from the VAAAHS, Contractor shall transport decedent to Contractor's facility, and back to VAAAHS if necessary. Transportation costs shall be included in Contractor's billing rate, per case. VAAAHS will notify the Contractor when a decedent will be transported and shall provide the transport service with the decedent, a flag and documentation. In the event that an autopsy is to be performed at the Contractor's facility, the VAAAHS will also provide the deceased's medical record and autopsy permit. DUNS number No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests.
