The RFO contains complete requirements for submitting a Phase I offer. SUMMARY OF 2015 PHASE I SCHEDULE - June 1: Questions due from contractors - June 10: Offers due from contractors - June 30 (est.): FAA announces Phase I selection results and commencement of Phase II ORIGINAL POSTING 4/23/2015: The purpose of this web-posting is to give advance notice of a pending Request for Offers (RFO) for the subject project. This web-posting currently includes the project Technical Specification Section 01 10 00 � Summary Of Work at 90% complete design, available for download at the hyperlink below titled, �SOW-01 10 00.Tech Spec 90% - DTFANM-15-R-00096 Van Nuys ATCT Mod (3-27-15 wo DATCF) �. The FAA point-of-contact (POC) listed above will later post additional information to this website, including solicitation dates and complete requirements for submitting a proposal. Note: For those viewing this solicitation on the FedBizOpps.gov website, recommend you view it instead at the FAA Contract Opportunities website: https://faaco.faa.gov/. Select "Announcements" from the left-side menu, then select the �more search options � link in the middle of the page, then enter the RFO number DTFANM-15-R-00096 in the "Title / Abstract Text" search field and click the �search � button at the bottom of the page. Then click on the resulting hyperlink. The FAA anticipates a two-phase selection process for contract award, as follows. 1. Phase I - Contractor Qualification. This phase is open to all offerors who are interested in being qualified by the FAA to participate in Phase II, likely based primarily upon past performance history and qualifications of key personnel. Vendors should assess their credentials for and level of interest in the project based upon the Technical Specification Section 01 10 00 � Summary Of Work at 90% complete design, which is available for download from this website at the hyperlink below titled, �SOW-01 10 00.Tech Spec 90% - DTFANM-15-R-00096 Van Nuys ATCT Mod (3-27-15 wo DATCF) �. No site visit is available during this phase, but the FAA will schedule an opportunity for interested contractors to ask the FAA questions about the project. The FAA intends to publish full Phase I terms, conditions and selection criteria to this website by about May 19, 2015. The FAA estimates selecting between about four to six contractors during this qualification phase, likely referred to as a Qualified Vendor List (QVL), who will then be invited to participate in the Phase II selection, see just below. 2. Phase II � Contractor Final Evaluation & Selection. The FAA anticipates that this phase will open exclusively to contractors who were qualified during Phase I, perhaps four to six in number (see just above). For Phase II, the final source selection, the FAA will make available the project technical specification and drawings at 100% complete design, a full solicitation schedule including site visit and opportunity for contractor questions, and a complete RFO with proposal evaluation criteria, instructions for submitting an offer, and contract terms/conditions. Evaluation criteria will likely include, though may not be limited to, contractor price and project schedule. - Type of Contract: Firm, fixed price. - Davis Bacon Act wage rates apply. - Estimated value: $2.5 million to $3.0 million. Approximate schedule of principle solicitation and construction dates. - Jun 30 2015: FAA announces result of Phase I, the list of qualified contractors. - Sep 15 2015: FAA announces result of Phase II, the final contractor selected for contract award. - Oct 30 2015: Notice-to-proceed with scope for temporary administrative trailers. - Jan 30 2016: Notice-to-proceed with scope for tower modification construction.
