- JOFOC The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Sciences, intends to award a sole source contract to Tecan U.S., Inc, 9401 Globe Center Dr, Morrisville, NC, 27560 for preventative and remedial maintenance of Tecan robotic scientific instruments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $19 million. The period of performance for this contract will include one (1) twelve month base year and four (4) twelve month option years. The Division of Laboratory Sciences operates four (4) Tecan multipipettor liquid handling instruments. These instruments are used in critical analyses performed in toxicology studies of selected analytes in human samples. Per CLIA requirements and CDC policies, this contract is necessary in order to keep the instruments in peak running condition and performance to assure accurate measurement results and compliance with CLIA regulations. Tecan U.S. is the only responsible source capable of meeting all of the Government's requirements. Tecan U.S. is the manufacturer of the Tecan multipippetor systems used by CDC and is the only company that can provide the required services to maintain and repair the robotic multipippeting systems. Tecan U.S. is the only company that can provide factory trained and certified technical and scientific staff with field service engineers trained on TECAN EVO model systems. Tecan U.S also has access and provision of technical document updates and factory warrantied repair parts, as well as prior knowledge, certification, and experience in troubleshooting, repair and preventative maintenance practices for new and old TECAN EVO systems. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Tecan, U.S., Inc. However, all responsible sources that believe they can meet these requirements may submit a capabilities statement to provide the services to Tessa Buffington via email ONLY at vsr3@cdc.gov with the solicitation number 2015-Q-17114 referenced in the subject line NO LATER THAN April 24, 2015. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
