- The U.S. Department of State (DoS) contemplates award of a HUBZone set-aside, fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract to a qualified U.S. firm. This IDIQ will satisfy an anticipated Business Process Management (BPM) platform that manages business processes of A Bureau customers throughout the Department. The anticipated period of performance is one year with four one-year option periods (to be exercised at the sole discretion of the Government) and the maximum ceiling amount on this IDIQ contract is expected to be approximately $6.9 million dollars. The NAICS code for these services is 541511. The Bureau of Administration currently provides these services using two software packages (Visual eForms and Metastorm). This procurement will replace those two software packages, not with duplicate software from other vendors, but with a Business Process Software platform - a paradigm shift for the Department in terms of data management. The replacement will be a cost-effective, enterprise level BPM platform that provides the current tools' functionality, runs on the internal unclassified network and Internet, and is architected with modern industry standards. The A Bureau requires an Unlimited/Enterprise Software License Agreement (U/ELA) for a commercial off the shelf BPM platform, plus installation and acceptance support, training, documentation, help desk technical support, and specified services as described herein. This product will streamline, improve, and automate the Department's business processes leveraging IT investments while improving security, archiving and compliance. I. Offeror Minumum Mandatory Requirements Under the Unlimited/Enterprise Software License Agreement, installation and deployment of the BPM platform and products developed within should cover an unlimited number of environments to support development, QA, and production as it currently exists and evolves over the period of performance. The Unlimited/Enterprise Software License Agreement terms and conditions should include an unlimited number of end users (e.g., domestic and overseas DoS employees, domestic and overseas DoS contractors, subcontractors and consultants engaged with DoS enterprise BPM implementation, members of the public world-wide, operation, administration and maintenance, etc.). Offeror must deliver: • Products o BPM Platform - All software components of the product o Licenses - Unlimited Enterprise License (UEL) as described herein o Documentation - Install Guides, User Guides, Administrative Guides • Services o Installation and Acceptance Support - base year only  Development Environment  Unclassified Internal Environment (OpenNet) o Training and Documentation - base year only  Training for 10-12 designers/developers - Base year only  Documentation o Help Desk Support - All years  For designers, developers and administrators; not end users. Help Desk availability 8:00 a.m. to 6:00 p.m. Eastern Time Monday through Friday. o Annual Maintenance - All years  New versions, patches, and software problems. II. Anticipated Acquisition Schedule DOS plans to post the complete Request for Proposal to www.fbo.gov within (30) days of date of the last modification of this notice; no paper copies will be mailed. Once the solicitation is posted, offerors will have approximately fifteen (15) days to submit a proposal for the BPA contract award. Offerors shall certify that their proposals remain valid for a minimum of one hundred twenty (120) days after submission. Work will begin within one month after award. Offerors must be fully experienced with the subject BPM Platform and the services requested and able to pass a moderate risk public trust (MRPT) determination by Diplomaic Security. On-site personnel must be able to obtain DoS badges and offerors must have at least a valid Secret Clearance. Vendor questionnairres and demonstrations will be required during the evaluation process. A Question and Answer (Q &A) period will start on the day the RFP is posted to www.fbo.gov. Thereafter, interested parties may submit questions via email to brownholmescd@state.gov. The government will post answers to questions received via www.fbo.gov. Offerors are solely responsible for any and all expenses resulting from this announcement (i.e. travel, lodging, per diem, proposal costs and other miscellaneous expenses, etc.) and are responsible for confirming all dates specified in this synopsis by immediately checking the solicitation when posted on www.fbo.gov to see if there are any changes.
