- The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Aeromedical Research Laboratory (USAARL), Fort Rucker, AL to purchase two (2) pressure microphones manufactured by Gras NA, Inc. dba GRAS Sound & Vibration on a brand name only basis as prescribed in FAR 6.302-1(c)(1). There is a Justification and Approval for Other than Full and Open Competition document attached to this RFQ (follow the Additional Documentation link below to locate this document). This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. DESCRIPTION: This requirement is for two (2) high-pressure microphones manufactured by GRAS Sound & Vibration on a brand name only basis (item number RA0045-S9). USAARL's Auditory Protection and Performance Division currently has two (2) GRAS Sound & Vibration Type 45CB Acoustic Test Fixtures. Therefore, USAARL requires high-pressure microphones and preamplifier systems that will fit in the existing test fixtures (headforms). See below for the specific brand name part and required quantities: IEC 60318-4 (Item# RA0045-S9); quantity: 2 A full list of minimum essential characteristics is attached to this posting (follow the Additional Documentation link below to locate this document). These items are needed at a USAARL, Fort Rucker, AL 36362-0577. Delivery is FOB Destination no later than 30 days after date of contract. This is a notice that this order is a total small business set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a vendor that is not a small business concern will not be considered for award. The North American Industry Classification System (NAICS) code is 334519 (size standard 500 employees). No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of lowest price technically acceptable (please see the full text of 52.212-2 in the attached document to this RFQ under the Additional Documentation link below) and any resulting contract will be issued as an open market Firm Fixed Price Award. See below for the clauses and provisions incorporated herein by reference.
