Description
SMALL BUSINESS SHEET This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security and specifically the Federal Law Enforcement Training Centers (FLETC) is requesting market research information from contractors in order to identify potential sources that can supply a Commercial Off the Shelf (COTS) solution that the FLETC Facilities Management Division can use as a computerized Facility Maintenance Management System that will basically manage their day to day operations which include but are not limited to: Work Order Management, Planned Maintenance, Equipment Management, Materials Management, Hazardous Material Tracking, Building and Space Management and Contract Management The FLETC requests the following information from potential sources: • Company name, Duns number, street address and point of contact with phone number and email address. • Provide a brief capability statement (not to exceed 10 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements stated in the attached Requirements document. • What is your socioeconomic status? (see attached small business definition sheet) • Do you currently have contracts with other government agencies (to include federal, state and local) for a Computerized Maintenance Management System (CMMS). Please provide the Agency name and point of contact information and contract number if possible. • If you have have a current GSA contract for a Computerized Maintenance Management System? please provide the GSA schedule number and the SIC and NAICS codes that apply to these systems. • Please provide publically available price lists warranty and or maintenance fees and associated support and services This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. All information must be directed to Mr. Douglas Marshall, Contracting Officer via email: douglas.marshall@fletc.dhs.gov or by facsimile to (912) 267-3132 Responses to this RFI request must be submitted via email no later than June 4,2015 by close of Business (COB) RFI MINIMUM TECHNICAL REQUIREMENTS  License Seats Seats must be concurrent.  Work Order Management  Provide the ability to create work orders using preset coded data available from convenient pop-up list. Allow work orders to be changed and tracked from a single window where user can post comments to a batch of work orders. Provide for cost to automatically roll up to the appropriate level of granularity, such as facility, building, area, department and account record from the work order. Allow a user friendly technician access so technicians can create, allocate parts, post time and complete work orders from mobile devices while in the field.  Costumers/Service Request and feedback  A customizable web forum to submit, query, and report on work requests. Service requesters receive e-mail messages regarding the status of their request during the request/work order process flow. They are able to review request/work order status. The requesters have selection windows available to them based on the access rights created for their login and password. When the service request is accepted, the requester automatically receives an e-mail to inform them of the new status. If a service request is rejected, the requester receives an automatic e-mail stating the reason. As the status of the work order changes through the work order process, the requester continues to receive automatic e-mail messages informing them of the status of their request until the work order is closed. System Administrator is able to configure the system to bypass the request to work order conversion and scheduling process. The request will be auto-converted to a work order and electronically scheduled to a technician if the request meets preset parameters. Automatically send customers an e-mail survey for feedback when the work order is completed.  Planned Maintenance  Schedule and track periodic inspections and maintenance of equipment and maintain a detailed maintenance library. Create PM schedules for a group of equipment or assets.  Equipment Management Provide detailed information on all equipment including, but not limited to; air-handlers, chillers, boilers, and air conditioners. To include but not limited to Make, Model, installation date, warranty and refrigerant used.  Building and Space Management  Query space and asset inventories by Location and to whom the assets are assigned, use of the asset, square footage of the space, cost range of the asset. Storage of Photos, graphics, GIS maps, Building Information Modeling files (BIM/Revit), schematics, diagrams, etc. with each record.  Task Library  Pre-written PM tasks with details including tools required, safety notes, and a checklist of procedures to be followed that can be edited or deleted, and the list can be expanded with additional tasks.  Materials Management  Parts are issued to work orders or accounts. Parts or materials cross-referenced to vendors and equipment. Provide the ability to assign a maximum and minimum stock system to automatically notify supply technician when that specified minimum is reached. Record use of materials to internal customers as well as track back orders.  Tool Crib Management  Inventory, track and maintain records on expensive or critical tools.  Refrigerant Management and Hazardous Material Tracking  Account for hazardous materials and refrigerants, Maintain details about hazardous materials, Categorize hazardous materials for reporting and sorting. Track and manage the CFCs stored and used at the facility.  Reports, Charts, and Graphs  Ability to create and save custom reports or copy standard reports and edit them to fit needs.  Multiple Centers  Multiple repair centers can use the system simultaneously while remaining semi-autonomous. (i.e.) A work center in one location (Ga.) can access the system without interfering with the work being done in another location (N.M.) and system access rights can be set where one work center does not have access to work centers information. However upper level managers can see all locations.  Related Documents  Provide the ability to link different types of documents (CAD, warranty agreements, etc.) to records such as work orders, purchase orders, and project requisitions.  Contract / Project Management  Record details on contractors with links to work and cost history. Automatically track detailed information on contracts for maintenance and work life-to-date. Track events such as construction, renovations, remodeling, etc., from within the system and share data on parts, areas, resources, etc. Compare budgeted, estimated, and actual costs for the life of a project. Track all project costs for internal work, contract work, and purchases. Create Gantt charts for projects and project tasks. Track internal costs via work orders and external costs via requisitions. Set-up and track an unlimited number of tasks with unlimited resources per task. Assign and track dependencies for tasks. Create detailed estimates for each task and resource. Create and attach multiple sub-projects to a major project. See all work orders and requisitions at-a-glance for a particular project. Easily report on projects with ready-to-run project reports. Convert pre-planned tasks into project work orders. Limit project approval to individuals with the proper authorization level. Post labor, materials, and other charges to work orders to automatically update the project.  Key Management  Assign keys to individuals and locations. Record key access information related to locks. Issue and track keys and locks, categorize locks and keys. Make use of a separate bittings window and bittings report. Track the following information: Bittings by manufacturer and keyway, quantities of keys created, issued, lost, and destroyed, lost keys and responsible person, and keys by department and function, Cross-keying information, serialized and non-serialized keys, master keys and sub-master keys, key ring, and key holders linked to repair/cost centers. Historical data on keys created, issued, lost, and destroyed by key and key holder.  Mobile  Provide for a variety of mobile solutions on a number of different platforms using the most up-to-date operating system including Windows Mobile, iOS, and Android OS to help the organization become mobile and paperless. Personnel must be able to manage their work orders and other facility processes with electronically handheld devices such as; pocket PCs, cellular phones, smartphones, tablets etc. and shall work both on-line and off-line.  Administrative Dashboard  Ability to create user definable dashboard controls based on user-defined queries and/or user defined reports. Ability to drill down into the dashboard charts or graphs via a mouse click to display the data represented by the key performance indicator. Ability to create user-definable dashboard controls for bar graphs, digital gauges, digital read-outs and pie charts. The ability to link dashboard controls to external websites or web applications. Set user-defined thresholds on digital gauges and readouts for caution and alert ranges, including automatic email notifications when thresholds are reached.  Forms and System Nomenclature  Provide a tool within the application to modify existing system forms or to create alternate forms for different users or roles. This should not require programming efforts or vendor intervention. Provide the ability to modify all text within the application, including all labels, messages, menus, and report forms. This text management tool should be within the application and available to the administrator based on their user access.  Accounting  Provide the ability to support Purchase Cards and the reconciliation of P-Card statements. Provide the ability to make adjustments to the cost of labor charged to a work order based on defined criteria, such as hazardous duties or shift differentials. Provide the ability to establish multiple rate schedules to apply markups to a unique combination of criteria including labor, parts, other charges, and contractor fees. Post work order charges and other charges to a sub ledger for review prior to posting to a general ledger. Provide the ability to create tiered (multiple level) funding sources for work orders and estimates. This includes the ability to defined dollar limits per funding source (account) and percentage for each funding source. GIS Module  GIS Interface allows for bi-directional integration with Geographical Information Systems (GIS) such as ESRI and other GIS solution providers. This integration will allow users to view location information and history pertaining to their assets and infrastructure (entities, buildings, or other sites). Allows maintenance personnel to have the capability to view existing workloads for geographically-dispersed assets via a map to determine the most efficient means for scheduling and performing required work. Track linear assets that span distances such as roads, pipelines, power lines, and similar assets. Identify features and configurations between sections such as the start and end miles when a highway changes from two lanes to four lanes. Include signage and other physical features as well as the approximate location. Identify the location when one linear asset is paired with another, such as an overpass. IT system Requirements What are the OS requirements ? What are the workstation hardware requirements? Does it support windows 8.1? If the software is Microsoft Windows based it should support being loaded on a Windows Server 2008 or newer. If the software is Linux based it should support being loaded on Oracle or RedHat Linux Does the software virtualization using VMWare? What are the recommended resource requirements (OS, RAM, CPU, Drive Space, etc)? Does the software support PIV authentication to comply with HSPD-12? Will product install and support be provided by US citizens capable of passing a security background check? Does the software require any external network communication, if so what ports, protocols, and destinations? What additional support software will FLETC be required to provide (i.e. Microsoft SQL, Oracle, etc.)?
