Description
Draft RFP Model Contract Draft RFP Staffing Matrix Draft RFP Section M Draft RFP Section L Draft RFP Cover Letter This special notice pertains to the acquisition of TECHNICAL Advisory and Assistance Services supporting the Space and Missile Systems Center (SMC), Advanced Systems and Directorate (AD). Responses to this notice are restricted to General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Indefinite Delivery Indefinite Quantity (IDIQ) contract Small Business Pool 5B awardees ONLY. SMC/AD intends to award under the OASIS Small Business (SB) contract (the SB size standard for NAICS 541712 is 1,000 employees; the Los Angeles Air Force Base Small Business office reference number is 15-083), a Firm Fixed Price Task Order for technical advisory and assistance services. This notice is to encourage OASIS SB (Pool 5B) firms to submit questions, comments, or concerns to the Draft Task Order Request for Proposal (RFP). The maximum Government funding for the Task Order, including possible surge efforts and options is approximately $95M. The Government requests GSA OASIS SB (Pool 5B) feedback on the attached draft RFP documents for the AD Task Order. Industry day will be held within two weeks of the FBO posting. This will allow feedback on the draft RFP documents as well as address any other industry concerns regarding this acquisition. OASIS SB firms should be aware that the Government intends to publically post all questions and responses. This information will not be treated as proprietary unless specifically stated otherwise with the appropriate justification provided. Comments to the Draft Task Order RFP shall be submitted via email to Ms. Lucia Corral, Contract Specialist, no later than 05 June 2015. Intellectual property rights: Any future Request for Proposal (RFP) will require respondents to deliver Unlimited / Unrestricted Rights to all delivered noncommercial/ commercial technical data identified in 10 USC 2320(a)(2)(C) & (F); Government purpose rights to all remaining delivered noncommercial technical data/computer software with the exception of non-commercial technical data/computer software the Contractor can prove was developed exclusively at private expense (for which the Government may be amenable to acquiring limited/restricted rights if that level of license rights is sufficient for the life-cycle of the program); license rights to all delivered commercial technical data/computer software sufficient to satisfy the life-cycle need needs of the program and that are consistent with Federal procurement law, and sufficient license rights to all delivered schedule data. This notice is for planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. The information provided may or may not result in further action. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs. No reimbursement will be made for any costs associated with providing information in response to this Draft Request for Proposal (DRFP), or any follow-up information. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Ms. Olalani Kamakau, SMC/PK, (310) 653-1185, 483 N. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
