Notice Type: Sources Sought Reference: 2015SEC142 THIS IS NOT A REQUEST FOR PROPOSAL The 502D Contracting Squadron at Joint Base San Antonio is solely conducting market research to obtain information in identifying contractors, who are capable of providing non-personal security administrative support services. The NAICS applicable to this notice is 541990 with a size standard $15,000,000 annual revenue. This is a small business set. All information submitted to the Government is Strictly Voluntary and the GOVERNMENT IS NOT LIABLE FOR ANY INFORMATION INCURRED in providing informational documents. The Government will protect information received as proprietary For Official Use Only. Scope of Work: Contractor security personnel shall support a Lackland tenant's Information Protect (IP) office and its subordinate units with security operations, protection and safeguarding of collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities, Security Education and Awareness Training (SEAT), and provide personnel to man 24/7/365 (round-the-clock, day-to-day) Visitor Control (VC). The contractor is required to have a current Top Secret (TS) Facility Clearance issued by the Defense Security Service (DSS) office. Personnel must have a final U.S. Government issues Top Secret security clearance and be DCID 6/4 eligible with a current SSBI. Contractor will be required to follow security requirements outlined in a DD254, Department of Defense Security Classification Specification. Security personnel shall have a minimum of five year's advanced security experience in the following areas: A. Security Management, B. Personnel Security, C. Information Security for Document and Media Control, D. Physical Security, E. Information Assurance (IA), F. Security Educations and Awareness Training (SEAT), and G. Visitor Control. A. Security Management Support. Security personnel shall provide project and program management with continuous monitoring and reporting of projects and programs status to the office of IP chief. The contractor shall assist in the development of required security documentation, gain security approvals synchronized with the project/program management plans. B. Personnel Security Program Support - Security personnel is required to provide day-to-day personnel security management by verifying personnel access level via Joint Personnel Adjudication System (JPAS) and/or Air Force Access Database System (AFADS), administering the in-processing and out-processing of assigned personnel, administering incoming/outgoing visit requests for dispatch, and verifying and recording all visit notifications requiring access to the tenant and subordinate units' facilities, which process classified information. C. Information Security Support - Security personnel shall provide day-to-day document control management by maintaining government document control database of all accountable Top Secret (TS) information stored within accredited facilities, assisting with document marking, safeguarding, and use of need-to-know criteria, physical storage and control, transmitting, transferring; reproducing, downgrading, and destroying information, creating badges, administering the processing of fingerprints, conducting foreign travel briefs/de-briefs, Courier Cards and training. D. Physical Security Program¬ Support - Security personnel shall support the Physical Security Program by scheduling Technical Surveillance Countermeasures Survey and TEMPEST test/evaluation, requesting approval to use destruction and reproduction equipment, conducting entry/exit inspections, maintain RED/BLACK installation, conducting alarm tests and armed forces response tests, maintaining physical security records, assisting with preparing and submitting all required documentation for accreditation and/or certification of Controlled and Restricted Areas, Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs, and ensuring compliance to physical security Air Force Instructions, DoD, DCID, other directives, and established policies applicable to sensitive and classified information. E. Information Systems (IS) Security Support - Information Assurance Officer (IAO) shall provide Information System (IS) security support, provide IS administrative support to Government SAP Security Officer (GSSO) by ensuring compliance to DCID 6/3, JAFAN 6/3, and all other applicable directives/policies, ensure compliance with the Air Force Certification Process in coordinating and processing Certification and Accreditation, maintain accreditation for all IS operating within the SAPF; develop and maintain a formal Information Systems Security Program, Network Security Plans, System Security Authorization Agreement (SSAA), and computer security documentation. IAO shall have the following minimum certifications: A+, Network+, Security+ or Certified Information Systems Security Professional (CISSP). F. Security Awareness, Training, & Education (SEAT) Program Support. Security personnel shall support development, coordination and implementation of a comprehensive Security Awareness, Training, & Education Program Plan tailored to meet the security needs of the tenant and its subordinate units, draft initial and recurring security education training needs report, monitor external security training opportunities, review new policy and guidance, document changes, evaluate impacts on existing procedures and requirements, update/brief Chief of Information Protection (CIP) and Security Operations on new security requirement changes prior to incorporate changes into security training. G. Visitor Control (VC). VC security personnel shall monitor video cameras, alarms, make emergency and peacetime notifications, escort, ensure procedures are followed to help prevent the introduction of prohibited items from entering any secure facilities, secure facilities and support the Random Antiterrorism Measures (RAMs) program; shall ensure personnel have correct entry credentials, process badge requests, issue badges, manage access to the facilities in accordance with current Security Directive and Instructions 3.
