- The U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with BrainTrain Inc., 727 Twin Ridge Lane, North Chesterfield VA 23235 under the authority of 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, additional sources are being sought and any other responsible vendor believing they have a similar capability of meeting the Government's requirement may submit their capabilities to the contracting officer, to include complete technical documentation establishing the potential of an alternative source meeting the Government's needs. A description of the requirement is below. USASOC's requirement is the purchase of two IVA-AE Premium License Kits. The IVA-AE is part of the psychological testing assessment used with various SOF assessment and selection programs required by the USASOC Commander. The IVA-AE is a combined visual and auditory continuous performance test of attention and response control. The IVA-AE helps to evaluate deficits in attention, working memory, and mental processing speed. It also provides detailed data to identify the attention problems of higher functioning adults. It is unique in that it is the only continuous performance test designed specifically to help clinicians identify and measure attention problems in the adult population. To be considered, any such documentation shall be submitted in writing by May 27, 2015 at 9:00am EST. No extensions will be granted. A determination not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not bona fide competition exists. The applicable NAICS is 511210 (Software Publishers). The Government will not pay for any information submitted. Electronic submissions will be accepted.
