Draft Performance Work Statement for Trainer Maintenance Services SOURCES SOUGHT NOTICE NAICS Code 811310 Business Size Standard: $7.5 Million THIS IS NOT A REQUEST FOR PROPOSAL. It is NOT to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will NOT be considered as proposals, NOR will any award be made as a result of this Sources Sought Notice. Any information provided by Businesses to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought Notice. Contact with other than 502 CONS Government personnel by potential offerors or their employees regarding this project is prohibited. The purpose of this notice is only to publicize the forthcoming acquisition. This acquisition is to provide all personnel, equipment, materials, labor, supervision, and other items and services, necessary to provide services/maintenance as cited below. Service areas are located on Joint Base San Antonio (JBSA) Lackland and Medina Training Annex TX. All services will be in accordance with the attached (DRAFT) Performance Work Statement (PWS), except as specified as government-furnished property. The contractor shall perform to the standards and comply with all federal, state, and local environmental laws, rules, and regulations. •1 1. Static Display Aerospace Vehicles (SDAV): maintenance/painting/washing of non-operational planes; to include plane markings, images, letters, numbers, nose art in accordance with Technical Orders cited in the Performance Work Statement (PWS). Type of planes are listed on Attachment 1. 2. Air Force Firing Ranges: Maintain equipment, markings, barricades and rests for ranges and provide portable target frames and firing position placards as cited on PWS; (Atch 2) •3. Navy Firing Ranges: Maintain equipment such as sight plain aids, slight alignments boxes, sight alignment targets and sight alignment box rear sights and maintain/provide serviceable SIGNAL PADDLES. (Atch 3) •4. Aircrew Training Devices: painting and washing in accordance with PWS.(Atch 4) •5. Mock Airbase: painting, marking, washing, maintenance, inspections of the mock airbase. (Atch 5) •6. Military Working Dogs (MWD) Training Areas: Inspecting/washing and repairing of non-operational automobiles to include doors, trunks, and hoods in order to provide a safe training area for the MWD. (Windshields may need to be covered and animal nests removed and feces removed). (Atch A6-1) •7. Military Working Dogs Training Area Aircraft Fuselages: Inspecting/cleaning/washing/maintaining fuselages. (Atch A6-2). •8. Military Working Dog Obedience Obstacle Courses: Inspecting/maintaining/painting/obstacle equipment to ensure MWD safety. (Atch A6-3). •9. TSA Canine Training Areas: Exterior and interior cleaning and washing of train cars and buses as well the removal of animal feces. (Atch A7-1 and Atch A7-2) •10. Human Obstacle Courses: Inspecting/washing/painting/ repairing of training devices to provide a safe training environment. (Atch A8-1) •11. Accident Reconstruction Course: Inspecting/maintaining/ painting of static (non-operational) accident vehicles to include pavement markings. (Atch 9) •12. Camp Bramble: Inspecting/maintaining/painting of obstacle course equipment to ensure safety and includes other obstacle areas such as the sand pit. Also includes the maintenance of static aircraft and ambulance. (Examples are the removal/ replacement of sharp edges of wood, metal or PVC pipe or nails, hinges etc.) (Atch A10-1, A10-2 and A10-3) The 502d Contracting Squadron anticipates issuing a competitive small business solicitation for an Indefinite Delivery and Indefinite Quantity type contract under the NAICS Code 811310 with a business size standard of $7.5 Million. The projected basic performance period is from 01 October 2015 to 30 September 2016, plus four one-year option periods (01 October 2016 to 30 September 2020). The solicitation along with additional documents (Performance Work Statement, Blank Price Exhibits, Wage Determination, etc.) will be released approximately Date: June 2015. The solicitation and subsequent amendments will be publicized through the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov. Contractors are solely responsible for monitoring the Internet to download the solicitation and any subsequent amendments. Paper copies and/or electronic mail of the solicitation and any subsequent amendments will not be provided under any circumstances. PROPSPECTIVE OFFERORS MUST BE REGISTERED WITH THE SYSTEM FOR AWARD (SAM). (Previously CCR or Central Contractor Registration) THIS ACQUISITION IS SUBJECT TO THE AVAILABILITY OF FUNDS.
