Date: 22 May 2015 Point of Contact: Scott Hurst at 402 995 2075 Federal Business Opportunities Information SOLICITATION NO. W9128F-14-R-0052 On or about 16 June 2015, this office will issue Requests for Proposals for design and construction of the CENTRAL ENERGY PLANT-FY14, PN 80433, FORT CARSON, COLORADO. The solicitation will close on or about 14 July 2015. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A low-price/technically acceptable one-step procurement acquisition process will be used. A tentative site visit date has been scheduled for 18 June 2015. To register attendance for the site visit, Contractors should contact the Fort Carson Restationing Resident Office, U.S. Army Corps of Engineers, Attn: Lisa Peters, 10286 Butts Rd, Bldg 9658, Fort Carson, Colorado 9658, Telephone (719) 526-4987, e-mail: Lisa.W.Peters@usace.army.mil or Alternate POC John Offen at: John.M.Offen@usace.army.mil no later than 3 days before scheduled site visit. The Contractors will need to provide: names of persons attending along with name of company, phone and fax number. Contractors shall meet at the Resident Office. See 'Obtaining Solicitation Documents' below. Project Description: This is a Design-Build Project. The work consists of design and construction of Central Energy Plant 'CEP' for the Butts Army Airfield 'BAAF' and Wilderness Road Complex 'WRC' at Fort Carson, Colorado and will not include a tri-generation plant. Primary facilities include a new building to house additional boilers, associated pumps, piping and controls, an office, and a unisex bathroom. Work also includes mechanical and electrical systems, information systems, fire alarm systems, and SMART Energy Monitoring Control Systems 'EMCS' connection. Chilled water supply and return service line extension from the existing distribution system is included. The scope also includes alterations to several existing FY12 facilities. Sustainability and energy enhancement measures are also included. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, storm drainage, information systems, seeding, fencing, and signage. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards are also required. The completed project will connect to, and work in conjunction with, the recently constructed and adjacent Consolidated Boiler & Chiller Facility 'CB/CF'. Minor alterations of the 'CB/CF' are also included in the scope. The estimated design and construction cost of this project is between $2,500,000 and $5,000,000. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.
