- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole source contract under the authority of U.S.C. 2304(c)(1) to Southwest Research Institute (SwRI), 6220 Culebra Road, San Antonio, Texas 78238-5166 for the continuation of engineering and technical services (ETS), repair services and the delivery of antenna systems to the Navy Tactical Cryptologic Systems (TCS), sites and installations. The Government requires engineering and technical services in support of Transportable Radio Direction Finding (T-RDF), Maritime Toxic Pen (MTP), Toxic Fog (TF), PC Scout, Helo DF and other TCS'. Additionally, the Government requires Direction Finding (DF) antenna systems that feed the below decks for Combat Direction Finder (CDF), Cooperative Outboard Logistics Upgrade (COBLU) and Ship Signals Exploitation Equipment (SSEE). SwRI is the current OEM provider of these systems on SSEE Increment E and F, MTP, PC Scout and Cryptologic Carry-On Program (CCOP). SwRI's technological expertise is required to effectively maintain these systems for which they have unique and specialized knowledge and experience, to provide continued augmentation to enhance capabilities against evolutionary threats, and to develop enhancements to their existing products. SwRI will provide continued support and improvements for Information Warfare (IW) products that provide intelligence data and information including signal detection, classification, line of bearing (LOB), and situational awareness. Such efforts will range from traditional ISEA support that includes upgrade, installation, maintenance, training, and life cycle support for Cryptologic Antenna Systems used on T-RDF, CDF, PC Scout, Helo DF and various other TCS installed or to be installed on U.S. Navy (USN) and United Kingdom Royal Navy (UKRN) ships and shore stations. The Government anticipates award of an indefinite delivery, indefinite quantity firm$B!>(Bfixed$B!>(Bprice contract, with provisions for cost-plus-fixed-fee orders, estimated at $25,000,000. The period of performance includes a base year and four one$B!>(Byear option periods. The applicable North American Industry Classification (NAICS) code is 541330 and the size standard is $38.5M. This is a notice of intent, not a request for competitive proposals. A solicitation will not be issued and proposals will not be requested. Responses to this notice of intent shall be submitted no later than 15 calendar days from the date of this synopsis to Adam W. Christopher, Contract Specialist, at adam.christopher1@navy.mil.
