Document Type: Presolicitation Notice Solicitation Number: N02CO52601-78 Posted Date: 5/22/2015 Response Date: 6/5/2015 Classification Code: J066 NAICS Code: 811219 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Laboratory of Cell Biology (LCB) plans to procure on a sole source basis maintenance services for an UltiMate 3000 RSLCnano serial number 8084640 and an Orbitrap Fusion Serial number FSN10187 from Thermo Electron North America, LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219 and the business size standard is $20.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements are: Contractor to provide all labor, material and equipment to provide preventive maintenance for the government owned UltiMate 3000 RSLCnano and Orbitrap Fusion. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Contract shall perform one preventive maintenance inspections during the contract period. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. One additional on-site emergency repair service for the Orbitrap Fusion will be included with parts with a response time of 5 days or less upon receipt of notice of the request for service. Unlimited on-site emergency repair service for the UltiMate 3000 RSLCnano will be performed, with materials for the visit included and response time within 3 days or less upon receipt of notice of the request for service. Additionally, charges for corrective maintenance visits will be capped on a per instrument per event basis. The Contractor shall furnish a factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service shall not replace the necessity for scheduled PM. The contractor will replace all parts subject to wear as defined in the product specific PM checklist. All parts shall be new or remanufactured to original equipment specifications. In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. Personnel shall be factory trained and have experience in the servicing of the the UltiMate 3000 RSLCnano or Orbitrap Fusion. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on the equipment covered by this contract. Service shall be performed at the following location: NIH/NCI Bldg 37, Room 2140B Bethesda, MD 20892 This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 7 AM ET, on June 5, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
