- The Federal Bureau of Investigation (FBI) is issuing a solicitation to acquire a contractor to provide cafeteria style food and catering services for approximately 3,000 employees at its Criminal Justice Information Services (CJIS) Division’s campus located at 1000 Custer Hollow Road, Clarksburg, West Virginia (WV). The Contractor shall establish and operate in the Contractor’s name the FBI CJIS Division’s food service for the purpose of providing full food services for the staff and guests. The contractor shall also be responsible for providing all administrative management, supervision, labor, meal planning; ordering of food products; unloading storage, preparation, serving, clean up and facility maintenance in accordance with RFP DJF-15-1200-R-0000051. The food service facilities include a cafeteria in the main building of the CJIS Division Campus and a cafeteria located in the adjacent BTC building. In addition, the contractor shall be responsible for catering services. The cafeteria in the main building of the CJIS Division campus is centrally located on the ground floor of the Main Complex. This includes the food preparation area (8,700 sf) and the serving area (7,650 sf). The care and maintenance of the dining area will be the responsibility of the FBI. The approximate area of the cafeteria in the BTC building is 2,800 sf. The Contractor shall establish and operate in the contractor’s own name. The contract period of performance will be one (1) base year and four (4) option year renewals. The FBI encourages innovative approaches serving fresh food options to the employees of the CJIS Division Campus. The contract will be an Incentive Award Fee approach as outlined in the solicitation. Contractor employees shall be subjected to an FBI Background Investigation before access to the facility is permitted. The tentative date of performance will begin November 2 nd 2015. Performance start date is contingent upon facility security clearance of the Contractor completed by the FBI. The tentative release date for the RFP is June 8 th 2015. All interested parties should submit a written request for RFP DJF 15-1200-R-0000051 by email, referencing the solicitation number in the SUBJECT line of the email with a central Point of Contact to include a phone number, to the Contract Officer Jennifer L. Robinson at Jennifer.Robinson@ic.fbi.gov. Request for solicitation may also be sent by United States Mail, postmarked no later than 15 days from the date of this notice to Federal Bureau of Investigation, CJIS Division, Attn: Jennifer Robinson, 1000 Custer Hollow Rd, Bldg CMT-208, Clarksburg, WV 26306. Any requests emailed or postmarked after the 15 days will not be subject to the availability of the solicitation package. Telephone requests will not be honored. PLEASE NOTE: Randolph-Sheppard Act, 20 U.S.C. 107 et seq., the West Virginia Division of Rehabilitation Services, as State Licensing Agency at this time has declined to exercise their priority to operate the Cafeteria Services located at the CJIS Division Campus in Clarksburg, WV.
