Description
Federal Tort Claims Act Information The U.S. Postal Service has an anticipated need to lease approximately 500 to 1,500 light truck (generally Class 1 & 2 vehicles) for parcel and mail delivery. Lease term will be 1, 2 or 3 years. Vehicle types the USPS is seeking are Dodge Tradesman, Nissan NV1500, Ford E-150 and E250 cargo vans; Mercedes Sprinter, Dodge Promaster 1500, Ford Transit. These are examples of the type of vehicles that are required. There is no manufacture brand preference. Vehicles with a GVRW of 8,500 lbs or less must comply with the Energy Policy Act (EPACT). Other than passenger and driver seats NO OTHER SEATING is desired. Up fits/base equipment must include: back up camera, no skid cargo floor. Shelving is required in the Sprinter type vehicles. USPS reserves the right to require additional up-fits to make the vehicles operationally suitable for postal operations. Delivery destinations for the vehicles are not known. Most vehicles will be delivered to USPS Vehicle Maintenance Facilities for deployment within their area of responsibility. They will act as the control point. Delivery area is the lower 48 states and Puerto Rico. The base contract ordering period will be for one year from date of award of the contract with a one year renewal option. Performance period will extend for the period of the lease term selected. ALL VEHICLES MUST BE WHITE in color. All vehicles must be marked U.S. Mail - Leased to U.S. Postal Service in addition to DOT required marking. Licensing inspection and maintenance are the responsibility of the lessor. USPS will provide fuel and DEF (Diesel Exhaust Fluid). Prefer New Vehicles for leases of 2 or more years. Short term leases of less then 2 years old may be satisfied with vehicles 3 years of less in age with not more than 30,000 miles on the odometer. Contractor must absorb the first $1,500 in damage claims per incident. Claims for damages MUST NOT BE MARKED UP. Two (2) estimates are required in addition to submission of Standard Form 95 - Claim. USPS is self insured. Federal Tort Claim Act applies. Contractors should clearly understand the impact of this law on claims and responsibility/liability. (USPS will not pay claims when it is determined that the on duty employee was not at fault, which can include hit and run reported to police, theft, Acts of God, floods, hail, ice snow, road hazards, punctured tires and third party at fault accidents.Any added risk/cost should be reflected in the vehicle lease rates.)
